AIR FORCE
Raytheon Missile Systems, Tucson, Ariz., is being awarded a $29,285,296 firm fixed price contract to provide for aircraft launcher interface computer with integration for the HARM launcher, maximum quantity 401. At this time, $2,946,676.56 of the funds has been obligated. This work will be complete by March 2009. Solicitation began February 2004 and negotiations were completed April 2004. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8520-04-D-0004).
Mission Research Corp., Santa Barbara, Calif., is being awarded an $11,000,000 cost-plus fixed-fee contract. The objective of this effort is for all offerors to provide proposals within the Broad Agency Announcement funding guidelines for simulation and technology assessment. The objective of this technical area is to support the Space Vehicles Directorate in performing technology evaluations and assessments, conducting flight experiments with modeling, simulation, and analysis, and providing software support in order to demonstrate and validate emerging technologies. At this time, $835,000.00 of the funds has been obligated. This work will be complete by May 2009. Solicitation began December 2003 and negotiations were completed April 2004. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9453-04-D-0213).
Northrop Grumman Space and Mission Systems Corp., Redondo Beach, Calif., is being awarded a $5,286,991 cost-plus award-fee contract modification. Svalbard Initial Mission Recovery (SIMR) Modification to the National Polar-orbiting Operational Environmental Satellite System (NPOESS), to allow the Svalbard, Norway, ground station to recover data from the Navys Wind Sat/Coriolis mission provide routing of mission data for NASA missions, and options to recover data for Commerces Polar Orbiting Operating Environmental Satellite mission. SIMR will also serve as a risk-reduction effort for the NPOESS preparatory project data reception and routing. Locations of performance are: Raytheon Co., Aurora, Colo., and Kongsberg Satellite Service as (subcontractor to Raytheon) N-9292 Tromso, Norway. No funds have been obligated. This work will be complete by October 2006. Negotiations were completed May 2004. NAVY
Alliant Defense Electronics Systems, Inc., Clearwater, Fla. is being awarded a $14,559,386 modification to a previously awarded firm-fixed-priced contract (N00019-98-C-0006) for the procurement of AAR-47(V)2 sensor upgrade hardware weapons replacement assemblies consisting of 1,204 optical sensor converters with laser warning capabilities for the Marine Corps (592), Navy (40), Air Force (116), and the governments of Jordan (40), Canada (340), and Norway (76); 123 computer processors for the Marine Corps (18), Navy (10), Air Force (29) and the governments of Jordan (10), Canada (37) and Norway (19); 224 control indicators for the Marine Corps (72), Air Force (29), and the governments of Jordon (10), Canada (94) and Norway (19); 149 computer processor kits for the Marine Corps (92) and the government of Canada (57); 50 organizational level missile warning/laser warning test sets for the Marine Corps (39) and the governments of Jordon (2), Canada (1), Norway (2) and Taiwan (6); and 100 retrofit organizational level missile warning/laser warning test sets for the Marine Corps. Work will be performed in Clearwater, Fla. (45 percent); Austin, Texas (40 percent); Hamamatsu City, Japan (9 percent); and Natanya, Israel (6 percent), and is expected to be completed in October 2006. Contract funds will not expire at the end of the current fiscal year. This contract combines the purchases of the Marine Corps ($6,586,493; 45.24 percent), the Air Force ($1,591,216; (9.61 percent), the Navy ($482,227; 4.64 percent) and the governments of Canada ($4,269,044; 29.32 percent); Norway ($1,050,359; 7.21 percent); Jordan ($556,533; 3.82 percent) and Taiwan ($23,514; .16 percent) under the Foreign Military Sales Program. Electric Boat Corp., Groton, Conn., is being awarded a $12,784,287 modification to previously awarded contract (N00024-04-C-2100) for consolidated design agent, planning yard, engineering and technical support for active nuclear submarines. Work will be performed in Groton, Conn. (85 percent); Kings Bay, Ga. (8 percent); Bangor, Wash. (6 percent); and Quonset, R.I. (1 percent), and is expected to be completed by September 2006. Contract funds will not expire at the end of the fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
BAE Systems LTD, Avionics Systems, Rochester, Kent, United Kingdom, is being awarded an $11,495,382 modification to definitize a previously awarded letter contract (N00019-04-C-0022) to a firm-fixed-price contract and to exercise an option for the conversion of an F-14 Digital Flight Control System (DFCS) into an EA-6B DFCS to upgrade the existing air navigational computer and automatic flight control system control panel. The end product will be a flight-qualified production representative digital flight control computer and digital flight control panel for the EA-6B aircraft. Work will be performed in the United Kingdom and is expected to be completed in December 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Textron Marine & Land Systems, New Orleans, La., was awarded on May 28, 2004, a $14,065,048 modification to a firm-fixed-price contract for procurement of 25 armored security vehicles. Work will be performed in New Orleans, La., and is expected to be completed by July 31, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Sept. 23, 1994. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-99-C-S001).
Alliant Lake City Small Caliber Ammunition Co. L.L.C., Independence, Mo., was awarded on May 28, 2004, a delivery order amount of $13,896,000 as part of a $24,883,478 firm-fixed-price contract for increased rounds capacity and to modernize the Lake City facility. Work will be performed in Independence, Mo., and is expected to be completed by Sept. 30, 2006. Contract funds will not expire at the end of the current fiscal year. Weeks Marine Inc., Covington, La., was awarded on June 1, 2004, a $7,901,622 firm-fixed-price contract for beach nourishment of Cape May Inlet to Lower Township and Lower Cape May Meadows. Work will be performed in Cape May, N.J., and is expected to be completed by Nov. 15, 2004. Contract funds will not expire at the end of the current fiscal year. EarthData International of Maryland L.L.C., Frederick, Md., was awarded on May 28, 2004, a delivery order amount of $7,349,890 as part of a $23,000,000 firm-fixed-price contract for Orthorectified Imagery and Digital Elevation Model Data Sets and Derived Imagery Products from GeoSAR and/or ISTAR Remote Sensing and Mapping Systems. Work will be performed in Frederick, Md., and is expected to be completed by May 28, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 5, 2004. The National Geospatial-Intelligence Agency, Arnold, Mo., is the contracting activity (HM1574-04-D-0002).
The University of Maine, Orono, Maine, was awarded on June 1, 2004, a $5,330,291 increment as part of a $5,330,291 cost-reimbursement contract for research and development entitled Automated System for Liquid Phase Detection of Toxic Compounds. Work will be performed in Orono, Maine, and is expected to be completed by Sept. 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Nov. 2, 2001, and one bid was received. United Defense L.P., York, Pa., was awarded on May 28, 2004, a delivery order amount of $4,324,190 as part of an $8,648,380 firm-fixed-price contract for 365 Blue Force tracking kits, 378 shock mounts, 13 A2 Blue Force tracking kits, 13 A2 Blue Force tracking appliqu spares, 13 A2 MTS appliqu spares, 365 Blue Force tracking appliqu spares kits, and 365 Operation Desert Storm MTS appliqu spares kits.
