ARMY

United Defense Limited Partnership, York, Pa., is being awarded an $11,153,000 modification to firm-fixed-price, multi-year contract DAAE07-01-C-M016 with an anticipated cumulative total of $658,403,440. The purpose of this modification is to exercise the right to convert the existing single-year (with options) Bradley A3 production contract awarded on May 2, 2001, to a multi-year Bradley production contract for the A3 vehicle only and adds the economic order quantity dollars in the amount of $11,153,000 for Bradley A3 economic order quantities in program years two and three. All other requirements under the previous submittal remain unchanged. Work will be performed in York, Pa. (83%); San Jose, Calif. (8%); Aiken, S.C. (5%); and Fayette, Pa. (4%), and is expected to be completed by Dec. 27, 2005. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Jan. 29, 2001. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

Caddell Construction Co. Inc., Montgomery, Ala., is being awarded a $41,000,000 firm-fixed-price contract with a cumulative total of $66,135,209 if all options are exercised. The contractor will design/build a Combat Aviation Brigade Barracks Complex, Phase I. The project consists of design and construction of barracks for 512 soldiers and administrative support facilities, site preparation and development. Work will be performed at Fort Bragg, N.C., and is expected to be completed by June 15, 2004. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on April 17, 2000, and three bids were received. The U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (DACA21-01-C-0022).

TRW Inc., Carson, Calif., was awarded on May 31, 2001, an indefinite-delivery/indefinite-quantity, cost-plus-award-fee, cost-plus-incentive-fee, firm-fixed-price, and time and materials contract with an estimated cumulative total of $45,000,000. An appropriation number and dollar value will be issued with each delivery order. Force XXI Battle Command Brigade and Below (FBCB2) is the Army's digital battle command information system at the brigade level and below. FBCB2 provides soldiers and leaders in combat, combat support and combat service support units with on the move, near real-time situational awareness (SA) and command and control (C2) information. FBCB2 provides SA and C2 information and functionality down to the squad and platoon level across all battlefield functional areas (BFAs) and provides a means for brigade and battalion commanders to lead when away from their Tactical Operation Centers (TOCs). The FBCB2 system is a key component of the Army Battle Command System (ABCS) and interfaces with the Army Tactical Command and Control System (ATCCS) found in battalion and brigade TOCs. This effort encompasses the Systems Engineering & Integration (SE&I) phase of the FBCB2 program. The SE&I phase will focus on the evolutionary development of the FBCB2 system's software to achieve increased overall capabilities. This is the next step toward achieving the full objective capability of the FBCB2 program as detailed in the FBCB2 system's Operational Requirements Document (ORD). The proposed SE&I contract will be a follow-on effort to the current cost-plus-incentive-fee, engineering and manufacturing development contract. Work will be performed in Carson, Calif., and is expected to be completed by Sept. 30, 2004. There was an announcement on the World Wide Web on May 6, 2001, and one bid was received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-01-D-E502).

Honeywell International, Tempe, Ariz., is being awarded a $2,435,511 delivery order amount as part of a potential $17,446,631 indefinite-delivery/indefinite-quantity, firm-fixed-price, multi-year contract for 263 alternator replacement kits per year over a five-year period. Work will be performed in Tucson, Ariz., and is expected to be completed by Dec. 31, 2006. There was an announcement on the World Wide Web on May 12, 2000, and one bid was received. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-D-N030).

Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded $1,036,316 of a $1,263,800 delivery order amount for an indefinite-delivery/indefinite-quantity contract with an estimated cumulative total of $16,763,245 for Improved Frequency Modulator (IFM) Amplifiers used with AN/ARC-201 Single Channel Ground and Airborne Radio Systems (SINCGARS) radios. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed by May 31, 2011. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Feb. 14, 2001. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-01-D-B452).

AIR FORCE

Syracuse Research Corp., Syracuse, N.Y., is being awarded a $35,000,000 (maximum) indefinite-delivery/indefinite-quantity contract to provide for the operation, maintenance and sustainment activities for the electronic warefare database supporting the Foreign Electronic System Capabilities Program at the National Air Intelligence Center, Wright-Patterson Air Force Base, Ohio. This work completion is based on individual delivery orders with the basic contract ordering period being five years. There were 31 firms solicited, and two proposals were received. Solicitation began January 2001; negotiations were completed Mar 2001. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33600-01-D-0019).

Lockheed Martin Corp., Goodyear, Ariz., is being awarded a $16,000,000 (maximum) indefinite-delivery/indefinite-quantity contract to provide for the advanced sensors to detect targets in difficult environments, improve sensor systems in clutter by exploiting advance processing architectures and improve sensor systems by developing advanced processing technologies. At this time, $249,840 of the funds have been obligated. This work is to be completed by June 2005. Solicitation began August 2000; negotiations were completed May 2001. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (F30602-01-D-0151).

The Boeing Co., Albuquerque, N.M., is being awarded a $7,500,000 (not-to-exceed) cost-plus-fixed-fee contract to provide for research, development and technology demonstration in support of the Laser Analysis and Testing for Intelligence, Surveillance, and Hybrid Applications Program. This effort seeks to develop advanced laser and electro-optical technologies that have direct application to Air Force and Department of Defense program and mission requirements. At this time, $115,024 of the funds have been obligated. The work is expected to be completed by May 2005. There were 19 white paper proposals received in response to the Program Research and Development Announcement. Solicitation began April 1999; negotiations were completed May 2001. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (F29601-01D-0072).

Environmental Chemical Corp., Burlingame, Calif., is being awarded a $6,557,000 modification to a cost-plus-fixed-fee contract to provide for environmental remediation activities for various sites at the Massachusetts Military Reservation. At this time, $3,258,637 of the funds have been obligated. The work is to be completed by March 2002 and will be performed at Massachusetts Military Reservation, Cape Cod, Mass. The 311th Human Systems Wing, Brooks Air Force Base, Texas, is the contracting activity (F41624-97-D-8009-0019-01).

Stanford University, Stanford Calif., is being awarded a $5,782,145 (government portion) cooperative agreement contract to provide for development of hardware and software for a Smart Memory System. This system is intended to demonstrate the advantages of computing with a universal computing element that can fit the demands of a range of applications. At this time, $1,047,500 of the funds have been obligated. The work is to be completed by May 2003. Solicitation began August 2000; negotiations were completed May 2001. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (29601-01-2-0085).

DEFENSE LOGISTICS AGENCY

Sysco Food Services, Jacksonville, Fla., is being awarded a $11,619,880 firm-fixed-price/indefinite-quantity type contract for subsistence to Navy, Department of Defense and non-Department of Defense customers in Florida, Kings Bay, Ga., and Guantanamo Bay, Cuba. This action is for the second option period. There were 122 proposals solicited, and three responses were received. Work is expected to be completed by June 6, 2002, and funds will expire by the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0300-98-R-4043).

NAVY

Lockheed Martin Corp., Tactical Defense Systems, St. Paul, Minn., is being awarded a $5,483,857 modification to a previously awarded firm-fixed-price contract (N00019-00-C-0119) for the full-rate production of 11 AN/AYK-23 Data Processing Sets, interim spares, ADA retrofit kit, maintenance trainer engineering development models upgrade kit and end-of-life parts buy for the S-3B aircraft. Work will be performed in Kanata, Canada (80%); Eagan, Minn. (15%); and Clearwater, Fla. (5%), and is expected to be completed in April 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
