The purpose of this modification is to exercise the right to convert the existing single-year (with options) Bradley A3 production contract awarded on May 2, 2001, to a multi-year Bradley production contract for the A3 vehicle only and adds the economic order quantity dollars in the amount of $11,153,000 for Bradley A3 economic order quantities in program years two and three. The contractor will design/build a Combat Aviation Brigade Barracks Complex, Phase I. The project consists of design and construction of barracks for 512 soldiers and administrative support facilities, site preparation and development. Work will be performed at Fort Bragg, N.C., and is expected to be completed by June 15, 2004. Contract funds will not expire at the end of the current fiscal year. An appropriation number and dollar value will be issued with each delivery order. Force XXI Battle Command Brigade and Below (FBCB2) is the Army's digital battle command information system at the brigade level and below. FBCB2 provides soldiers and leaders in combat, combat support and combat service support units with on the move, near real-time situational awareness (SA) and command and control (C2) information. FBCB2 provides SA and C2 information and functionality down to the squad and platoon level across all battlefield functional areas (BFAs) and provides a means for brigade and battalion commanders to lead when away from their Tactical Operation Centers (TOCs). The FBCB2 system is a key component of the Army Battle Command System (ABCS) and interfaces with the Army Tactical Command and Control System (ATCCS) found in battalion and brigade TOCs. This effort encompasses the Systems Engineering & Integration (SE&I) phase of the FBCB2 program. The SE&I phase will focus on the evolutionary development of the FBCB2 system's software to achieve increased overall capabilities. This is the next step toward achieving the full objective capability of the FBCB2 program as detailed in the FBCB2 system's Operational Requirements Document (ORD). The proposed SE&I contract will be a follow-on effort to the current cost-plus-incentive-fee, engineering and manufacturing development contract.
