DEFENSE LOGISTICS AGENCY

Ebrex, Inc., The Netherlands, is being awarded a $30,057,867 firm-fixed-price indefinite-quantity contract for full food line distribution under the Prime Vendor program. Two hundred thirty-three proposals were solicited and four were received. Work will be performed in Pocomoke City, Md.; Elche, Spain; Antalya, Turkey; Pievesestina, Italy; and Athens, Greece, and is expected to be completed by April 1999. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPO300-98-D-2949).

Theodore Willie Intertrade GMBH, Hamburg, Germany, is being awarded a $25,936,751 firm-fixed-price indefinite-quantity contract for full food line distribution under the Prime Vendor program. Two hundred thirty-three proposals were solicited and five were received. Work will be performed in Valdosta, Ga.; Knoxville, Tenn.; and Bisdrofsheim, Germany, and is expected to be completed by April 1999. Funds will not expire at the end of the fiscal year. AIR FORCE

Nichols Research Corp., Huntsville, Ala., is being awarded a $13,105,597 face value increase to a cost-plus-award-fee contract to provide for 288 processors, and memory and disc expansion in support of the Origin 2000 system at the Aeronautical Systems Center Major Shared Resource Center, Wright-Patterson AFB, Ohio. Contract is expected to be completed April 1999. At this time, $12,980,000 of the contract funds have been obligated. Contract funds will not expire at the end of the current fiscal year. VHC, Incorporated, Garland, Texas, is being awarded a $5,250,000 face value increase to a firm-fixed-price contract to provide for 1661 power supplies applicable to the AIM-9 Sidewinder missile, 12 first articles, associated data and warranty, and equitable adjustment for additional support effort. Contract is expected to be completed April 1999. Contract funds will not expire at the end of the current fiscal year. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-86/C-2278, P00016).

Lockheed Martin Missiles and Space Co., Sunnyvale, Calif., is being awarded a $39,400,000 face value increase to a cost-plus-award-fee contract to adjust the Space Based Infrared System High Program to match the funding profile. this modification extends delivery dates for the Highly-Elliptical Orbit Payload by three months, and the Geosynchronous Space Vehicles 1, 2, and 3 and Ground Increment 2 by four months. Contract is expected to be completed November 2006. Contract funds will not expire at the end of the current fiscal year. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity (F04701-95/C-0017, P00027).

Lockheed Martin Tactical Aircraft Systems, Ft. Worth, Texas, is being awarded a $27,650,188 face value increase to a fixed-price-incentive-fee contract to provide for 150 retrofit kits to facilitate integration of an Advanced Identification Friend or Foe Transponder into the F-16 aircraft. Contract is expected to be completed October 2001. At this time, $12,980,000 of the contract funds have been obligated. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Taiwan. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-90/C-2002, P00575).

Systems and Electronics, Inc., St. Louis, Mo., is being awarded a $72,197,754 face value increase to an undefinitized-contractual-action & firm-fixed-price contract to provide for long lead materials and initial start-up for forty-four 60K (Tunner) Loaders. The Loader is a mobile vehicle that is used to load and unload pallets from transport aircraft. Contract is expected to be completed January 1999. At this time, $13,871,754 of the contract funds have been obligated. Contract funds will not expire at the end of the current fiscal year. ARMY

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $25,483,928 modification to a firm-fixed-price, multi-year contract to exercise the option for a total of 56 External Stores Support System (ESSS) kits in support of the UH-60L Blackhawk helicopter, in accordance with the Mission Flexibility Kit Option Clause H-30 of the contract. Work will be performed in Stratford, Conn., and is expected to be completed by June 28, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Oct. 17, 1995. The contracting activity is the U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala. (DAAJ09-97-C-0005).

H&R Co. (a joint venture of Hughes Aircraft Co. and Raytheon Co.), El Segundo, Calif., is being awarded an $11,928,000 increment as part of an estimated $292,000,000 (if all options are exercised) cost reimbursement, cost-plus-incentive-fee, cost-plus-award-fee, and cost-plus-fixed-fee completion contract for the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) Demonstration Program, which has three primary objectives. The first is mitigation of the risk associated with the execution of the program; the second is design, development, procurement, fabrication, integration, test, demonstration, and maintenance of a system which meets the performance specification; and the third is to provide an operational "leave behind" system for user evaluation and for use in the event of a contingency deployment. Work will be performed in El Segundo, Calif. (44%); Bedford, Mass. (44%); Columbia, Md. (10%); San Bernardino, Calif. (1.5%); and various locations in the United States (.5%), and is expected to be completed by March 30, 2002. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on June 27, 1997, and three bids were received. The contracting activity is the U.S. Army Space and Missile Defense Command, Huntsville, Ala. (DASG60-98-C-0001).

Tec-Masters Inc.*, Huntsville, Ala., is being awarded a $2,200,000 increment as part of a $27,777,329 cost-plus-award-fee/level-of-effort contract for Theater High Altitude Area Defense (THAAD) Simulation and Hardware-in-the-Loop development. The estimated cumulative total value of this contract will be $43,024,557 if all options are exercised. Work will be performed in Huntsville, Ala., and is expected to be completed by Sept. 30, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Aug. 22, 1997. The contracting activity is the U.S. Army Space and Missile Defense Command, Huntsville, Ala. (DASG60-98-C-0044).

Oshkosh Truck Corp., Oshkosh, Wis., is being awarded an $8,416,377 modification to a firm-fixed-price contract for 36 Heavy Expanded Mobility Tactical Truck (HEMTT) Vehicles (M985); seven M977s; and one Medium Equipment Transporter/Maintenance of Data. Work will be performed in Oshkosh, Wis., and is expected to be completed by Sept. 30, 1998. Of the total contract funds, $18,578 will expire at the end of the current fiscal year. This is a sole source contract initiated on June 26, 1996. The contracting activity is the U.S. Army Tank-automotive & Armaments Command, Warren, Mich. (DAAE07-95-C-X057).

California Microwave-Airborne Systems Integration Division, Belcamp, Md., is being awarded a $5,600,000 modification to a cost-plus-fixed-fee, cost-plus-award-fee, firm-fixed-price contract for a joint integration effort of the Lowband Subsystem as mandated by the Joint Airborne Signal Intelligence Family (JASF) compliance. Work will be performed in Hagerstown, Md. (90%); and Belcamp, Md. (10%), and is expected to be completed by Dec. 31, 2001. Contract funds will not expire at the end of the current fiscal year. There were ten bids solicited on Jan. 15, 1990, and three bids were received. The contracting activity is the U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J. (DAAB10-90-C-7068).

CIVIL WORKS - NON MILITARY

Montgomery Watson Americas Inc., Sacramento, Calif., is being awarded a $30,000 increment as part of a $7,500,000 (if all options are exercised) firm-fixed-price, indefinite delivery/indefinite quantity contract for watershed planning studies for civil works within the Sacramento District. Services are required for preparing watershed management plans that address flood damage reduction, environmental restoration, water supply, other water and related environmental activities from a comprehensive, system-wide perspective. Work will be performed in Sacramento, Calif., and is expected to be completed by Feb. 1, 2003. Contract funds will not expire at the end of the current fiscal year. There were 118 bids solicited on Nov. 21, 1997, and nine bids were received. The contracting activity is the U.S. Army Corps of Engineers, Sacramento, Calif. (DACW05-98-D-0020).

McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $165,878,981 cost-plus-fixed-fee contract for the system integration effort for the upgrading of all type, model, and series of the F/A-18 weapons system hardware and software through the seven phases of a system's life cycle. Work will be performed in St. Louis, Mo., and is expected to be completed by January 2001. Contract funds in the amount of $200,000 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-98-C-0044).

General Electric Aircraft Engines, Lynn, Mass., is being awarded a $26,000,000 modification to previously awarded contract N00019-92-C-0149, to provide additional funding to the cost-plus-incentive-fee engineering and manufacturing development for F414-GE-400 engines for the F/A-18E/F aircraft and related modules, devices, and engineering services. Work will be performed in Lynn, Mass., (58%), Evendale, Ohio (25%), Rutland, Vt. (4%), Albuquerque, N.M. (4%), Madisonville, Ky. (4%), Hooksett, N.H. (3%), and Willington, N.C.

  • Rockwell International Corp., Collins Avionics and Communications Division, Cedar Rapids, Iowa, is being awarded a $22,125,433 firm-fixed-price contract for the FY98 production
  • of 480 AN/ARC-210(v) electronic protection radio systems for various Navy, Marine Corps, and Air Force aircraft, (369 Navy/Marine Corps, 41 Air Force, 8 National Guard) and 42 for the Government of Italy and 20 for the Government of Spain under the Foreign Military Sales Program. Work will be performed in Cedar Rapids, Iowa (80%) and Coralville, Iowa (20%), and is expected to be completed by December 1999. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the U.S. Navy/Marine Corps ($18,129,328; 77%), Air Force ($1,365,464; 9%), National Guard ($331,464; 1%) and for the Governments of Italy ($1,557,507; 9%) and Spain ($741,670; 4 percent). Bell-Boeing Joint Program Office, Arlington, Va., is being awarded a firm-fixed-price order in the estimated amount of $17,846,770 for Low Rate Initial Production (LRIP) Lot 2 spares in support of the V-22 Osprey. Work will be performed at Bell Helicopter, Forth Worth, Texas (62%), and Boeing Helicopters, Ridley Park, Pa. (38%), and is expected to be completed by May 2000. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. Fletcher Pacific Construction Company, Ltd., Honolulu, Hawaii, is being awarded a $15,090,000 firm-fixed-price contract for an Advanced Seal Delivery System Facility. Work will be performed at Pearl City Peninsula, Oahu, Hawaii, and is expected to be completed by August 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively negotiated with seventy eight (78) offers solicited and five (5) proposals received. The Boeing Co., Information, Space & Defense Systems, Seattle, Wash., is being awarded a $10,724,000 modification to previously awarded contract N00019-97-C-0037, for the software infrastructure technology maturation effort for the Joint Strike Fighter Program. Work will be performed in Seattle, Wash. (95%) and St. Louis, Mo. (5%), and is expected to be completed by June 2001. Contract funds will not expire at the end of the current fiscal year. Raytheon E-Systems, Inc., Waco, Texas, is being awarded a $5,800,000 ceiling priced modification to previously awarded contract N00019-98-C-0022, to incorporate secure voice satellite terminal capability into the E-6B aircraft before the platform can assume the Airborne Command Post Mission.
