AIR FORCE

Innovative Solutions, Hollywood, Md., is being awarded a $30,000,000 indefinite delivery/indefinite quantity contract to provide for the Battle Control System-Mobile (BCS-M), an ongoing Air Force evolutionary acquisition/spiral development program to update and eventually replace the legacy ground theater air control system control and reporting center (CR) command and control (C2) system. Future delivery orders from FY04-FY08 potential best estimate quantities of 15 MSS, 17 EC3 and 35 CSS readiness squares. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. Location of performance is Innovative Solutions Consulting, Hollywood Md. and Redflex Communication Systems, Inc., Reston, Va. At this time, $2,117,806 of the funds has been obligated. This work will be complete by June 2009. Solicitation began March 2004. The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (FA8720-04-D-0001).

The Boeing Co., Seal Beach, Calif., is being awarded a $22,000,000 cost-plus award-fee contract modification to provide for goods and services supporting development of the version 6.0 and 6.1 releases of the architecuture evolutionary plan supporting the Navstar Global Positioning System Operational Control Segment. This effort includes system engineering and program management efforts associated with requirements definition and analysis, materials and scheduling for Integrated Baseline review and implementation, design and development of the modernized monitor station receiver element (MMSRE) hardware and software to handle classified data, and implementation of MMSRE upgrades. At this time, $3,900,000 of the funds have been obligated. This work will be complete by May 2005. Negotiations were completed May 2004. Lockheed Martin Corp., Syracuse, N.Y., is being awarded a $14,728,720 letter contract modification. This contract modification will add the second Pacific Alaska Range Complex (PARC) Long-Range Radar System, providing a transportable radar which includes one TPS-77 Radar, microwave equipment, peculiar support equipment, critical spares, and operation and maintenance training. The TPS-77 radar is composed of a three dimensional L-Band primary surveillance radar and monopulse secondary surveillance radar. The system provides air surveillance information to be used in the conduct of air sovereignty operations. At this time, $7,364,360 of the funds has been obligated. This work will be complete by September 2006. Negotiations were completed May 2004. Northrop Grumman Information Technology, Reston, Va., is being awarded a $6,060,808 cost-plus fixed-fee contract modification to provide for the second phase of the Transformational Communication MilSatcom Mission Operations Segment effort to refine its requirements. This phase focuses on execution of the pre-defined trade studies, conducting simulations, and software architecture and sizing. Total funds have been obligated. NAVY

Dawson Group, Inc.*, Honolulu, Hawaii, is being awarded a maximum $30,000,000, with a guaranteed minimum of $60,000, cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract for remedial action operations which include excavation and hauling of contaminated soil, landfill capping, removal and maintenance of containment and piping systems, soil stabilization and solidification, and groundwater treatment. Work will be performed at various sites in the State of Hawaii (90 percent) and any site within the Pacific Division, Naval Facilities Engineering Command area of responsibility including Guam, Japan, Okinawa, Johnston Atoll, Diego Garcia, and other areas in the Pacific and Indian oceans (10 percent). Term of the contract is not to exceed five years with an expected completion date of May 2009. Contract funds will not expire at the end of the current fiscal. This contract was offered as a sole-source procurement to the U.S. Small Business Agency, Hawaii District Office for a certified 8(a) firm owned by a Native Hawaiian Organization under Federal Legislation included in the Fiscal Year 2004 Appropriations Act, Section 8021. The Naval Facilities Engineering Command, Pacific Division Environmental Contracts Office, Pearl Harbor, Hawaii, is the contracting activity (N62742-04-D-1861).

Lockheed Martin Systems Integration-Owego, Owego, N.Y., is being awarded an $18,063,516 time and materials delivery order against a previously awarded basic ordering agreement (N00019-03-G-0014) to provide management, engineering, logistic studies and services, and related data for risk reduction activities in support of the VXX Presidential Helicopter Program. Work will be performed in Owego, N.Y., and is expected to be completed in July 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

ARMY

Alliant Techsystems Inc., Plymouth, Minn., was awarded on May 27, 2004, a $26,550,000 cost-plus-award-fee, cost-of-incentive-fee, firm-fixed-price, and fixed-price- incentive contract for the 120mm XM395 precision guided mortar munitions systems development and demonstration. Work will be performed in Camden, Ark. (1 percent), Valencia, Calif. (6 percent), Woodland Hills, Calif. (8 percent), Clearwater, Fla. (5 percent), Columbus, Ga. (3 percent), Parsons, Kan. (2 percent), Lansing, Mich. (2 percent), Plymouth, Minn. (41 percent), Joplin, Mo. (1 percent), Nashua, N.H. (17 percent), Scranton, Pa. (1 percent), Red Lion, Pa. (1 percent), Horsham, Pa. (1 percent), Brigham City, Utah (1 percent), Rocket Center, W.V. (5 percent), and Janesville, Wis. (5 percent), and is expected to be completed by May 27, 2009. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Feb. 7, 2003, and five bids were received. Purcell Construction Corp./Beardsley Design Associates, Watertown, N.Y.*, was awarded on May 27, 2004, a $20,940,000 firm-fixed-price contract for design and construction of 1st Brigade barracks. Work will be performed at Fort Drum, N.Y., and is expected to be completed by June 11, 2006. Contract funds will not expire at the end of the current fiscal year. There were 32 bids solicited on Jan. 16, 2004, and eight bids were received. The U.S. Army Corps of Engineers, New York, N.Y., is the contracting activity (W912DS-04-C-0013).

Lockheed Martin Corp., Grand Prairie, Texas, was awarded on May 27, 2004, a $19,285,638 cost-plus-fixed-fee contract for industrial engineering services for all of the Army Tactical Missile and Multiple Launch Rocket Weapon Systems. Work will be performed in Camden, Ark., and is expected to be completed by March 30, 2006. Contract funds will not expire at the end of the current fiscal year. McDonnell Douglas Helicopter Co., Mesa, Ariz., was awarded on May 27, 2004, a $13,689,385 firm-fixed-price contract for 116 AN/ARC-220 retrofit installation kits for the assault helicopter 64D Longbow aircraft. Work will be performed in Mesa, Ariz., and is expected to be completed by May 30, 2006. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Bedford, Mass., was awarded on May 27, 2004, a $12,215,000 modification to a cost-plus-award-fee contract for PATRIOT engineering services. Work will be performed in Burlington, Mass. (12 percent), Huntsville, Ala. (1 percent), Andover, Mass. (2 percent), Tewksbury, Mass. (71 percent), El Paso, Texas (1 percent), Bedford, Mass. (12 percent), and Orlando, Fla. (1 percent), and is expected to be completed by Jan. 9, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 26, 2003. Raytheon Co., Andover, Mass., was awarded on May 25, 2004, an $8,489,000 increment as part of a $16,240,000 firm-fixed-price contract for upgrade of 102 M818E2 fuzes to M818E3A configuration. Work will be performed in Andover, Mass., and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

Propper International, Inc., Saint Charles, Mo., is being awarded a $7,165,200 firm fixed price with indefinite delivery quantity type of contract for camouflage blouse and trouser sets for the Marine Corps. Work will also be performed in Mayaguez, Puerto Rico. Performance completion date is expected to be May 27, 2005. Contract funds will expire at the end of the current fiscal year.
