AIR FORCE

Raytheon Systems Company, Goleta, Calif., was awarded on Nov. 20, 2000, a $152,872,700 cost-plus-award-fee contract to provide for Phase II algorithm and design development, investigation and analysis, and construction of three flight production units in support of the Visible/Infrared Imagery and Radiometric Suite sensor for the National Polar-Orbiting Operational Environment Satellite System (NPOESS). Expected contract completion date is March 31, 2015. Solicitation issue date was June 2, 2000. Negotiation completion date was Sept. 13, 2000. GSD&M, Austin, Texas, is being awarded a $53,581,446 (estimated) option to a requirement contract to provide for national, regional, and local marketing and advertising for Air Force recruiting, retention and public awareness and support. This contract will enable the Air Force to generate more leads for the recruiting force, instill pride in current U.S. Air Force members by portraying their vital contribution to national defense, and build and maintain informed public support for the U.S. Air Force. Products and programs to support the advertising effort include: strategic planning and program development; pre- and post-advertising research and tracking; production and placement of national, regional, and local advertisements and distribution of public service announcements; minority consultation; U.S. Air Force active duty recruiter training; recruiting advertising; sales lead management; and special event marketing. The program will include planning, designing, creating, producing, placing, and executing marketing and advertising campaigns in all appropriate media in support of the Air Force recruitment and retention programs. The contract is a hybrid fixed-price-award-fee and cost-plus-award-fee with seven option years for an estimated cumulative total of $374,581,446 if all options are exercised. Expected contract completion date is January 2002 (orientation Nov. 27, 2000 through Jan. 31, 2001). Solicitation issue date was April 24, 2000. Boeing Company, Albuquerque, NM., is being awarded a $32,432,767 (estimated) option to a cost-plus-fixed-fee contract to provide for Starfire Optical Range Experimental and Technical Support services to counteract the effects of meteor atmospheric turbulence. Expected contract completion date is Nov. 30, 2005. Solicitation issue date was June 26, 2000. Negotiation completion date was Sept. 9, 2000. University of Dayton Research Institute, Dayton, Ohio, is being awarded a $9,500,000 (not-to-exceed) indefinite-delivery/indefinite-quantity contract to provide for research and development in the areas of matrix materials and reinforcement forms for use in composite materials, including processing/mechanical property relationships. Such materials are candidates for use in advanced aircraft, missile, and space structural applications. Funds will be obligated as individual delivery orders are issued. The Air Force can issue delivery orders totaling up to the maximum indicated above, though actual requirements may necessitate less than that amount. Lockheed Martin Space Systems Company, Sunnyvale, Calif., is being awarded a $9,474,846 modification to a cost-plus-award-fee contract to provide for personnel and infrastructure for the Combined Task Force (CTF) supporting the Space Based Infrared System (SBIRS) High program. The contractor will provide the facilities and equipment to support approximately 55 Air Force and 20 contractor personnel comprising the task force. The CTF will perform on-orbit and ground test support for the SBIRS High program. Expected contract completion date is Sept. 30, 2002. Solicitation issue date was July 28, 2000. MILCOM Systems Corp., Virginia Beach, Va., is being awarded an estimated $79,343,697 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee multiple award contract for shore site and surface ship communications, intelligence, cryptologic and electronic warfare systems installation and technical support services. Specific efforts include equipment acquisition, consolidated installation, system/equipment modification, test and checkout, equipment management and logistics support, systems training, and documentation preparation for secure and non-secure electronic systems & subsystems. This contract includes options, which if exercised, would bring the estimated cumulative value of this contract to $456,241,651. Work will be performed in Norfolk, Va. (48%); Charleston, S.C. (29%); San Diego, Calif. (10%); Mayport, Fla. (9%), and other locations around the world (4%), and is expected to be completed by November 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through the Space and Naval Warfare Systems Command electronic commerce web site and Commerce Business Daily, with three offers received. ManTech Support Technology, Inc., Fairfax, Va., is being awarded an estimated $78,682,680 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee multiple award contract for shore site and surface ship communications, intelligence, cryptologic and electronic warfare systems installation and technical support services. Specific efforts include equipment acquisition, consolidated installation, system/equipment modification, test and checkout, equipment management and logistics support, systems training, and documentation preparation for secure and non-secure electronic systems & subsystems. This contract includes options, which if exercised, would bring the estimated cumulative value of this contract to $448,813,472. Work will be performed in Norfolk, Va. (48%); Charleston, S.C. (29%); San Diego, Calif. (10%); Mayport, Fla. (9%), and other locations worldwide (4%), and is expected to be completed by November 2001. Interstate Electronics Corp., Anaheim, Calif., is being awarded a $28,244,520 cost-plus-fixed-fee contract to provide program management, system engineering support, liaison engineering, documentation, manufacturing support, logistics, contract inventory services, field services, United Kingdom support, United States repairs and replenishment and SPALTs (SP Alterations) and United Kingdom repairs of Trident missiles. Work will be performed in Anaheim, Calif., and is expected to be completed by September 2002. Contract funds in the amount of $19,771,164 will expire at the end of the current fiscal year. Kearfott Guidance & Navigation Co., Wayne, N.J., is being awarded a $16,886,390 fixed-price incentive, cost-plus-fixed-fee contract for four Inertial Measurement Units (IMU), conversion of 40 Industrial Production Capability Maintenance units into IMU; six sets of subassemblies; failure verification/repair and recertification of 72 IMUs for the TRIDENT II (D5) missile MK-6 guidance system; and 30,414 hours of parts support. This contract includes options which, if exercised, would bring the cumulative value of this contract to $49,912,975 and extend the period of performance to January 2004. Work will be performed in Wayne, N.J., and is expected to be completed by November 2002. Contract funds in the amount of $12,507,008 will expire at the end of the current fiscal year. Acton Burnell, Inc., Alexandria, Va., is being awarded a $7,482,474 indefinite-delivery/indefinite-quantity time and materials, firm price contract to provide technical support services to the Office of the Chief of Naval Operations and the Naval Air Systems Command Aviation Training Systems Program Office. Work will be performed in Alexandria, Va., and is expected to be completed by November 2003. Contract funds will not expire at the end of the current fiscal year. Atlantico Electric, Inc., Yorktown, Va., is being awarded Task Order 0004 at $5,228,000 indefinite-delivery/indefinite-quantity, multiple award contract to replace the heating, ventilating and air conditioning system in buildings 1340, 1140, and French Creek-414 at Marine Corps Base, Camp Lejeune. Work will be performed in Jacksonville, N.C., and is expected to be completed by March 2002. Contract funds in the amount of $5,228,000 will expire at the end of the current fiscal year. This contract was competitively procured with 37 proposals solicited and 13 offers received. The total contract amount is not to exceed $45,000,000, which includes the base period and two option years. The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four proposals were received for this task order.
