AIR FORCE

The Aerospace Corp., El Segundo, Calif., is being awarded a $534,911,500 cost-plus-award-fee contract modification to provide for up to 1,968 staff years of technical effort for scientific engineering and technical effort in support of the Air Force and other government agencies during fiscal year 2003. At this time, no funds have been obligated. This work will be complete by September 2003. The Space and Missile Systems Center, El Segundo, Calif., is the contracting activity (F04701-00-C-0009/P00021).

ARCTEC Services, Colorado Springs, Colo., is being awarded a $39,095,382 fixed-price, incentive-fee contract modification for fiscal year 2003 to manage, operate, maintain and logistically support the Solid State Phase Array Radar System at Cape Cod Air Force Station, Mass.; Beale Air Force Base, Calif.; Thule Air Base, Greenland; Clear Air Station, Alaska; and RAF Fylingdales, United Kingdom. ARCTEC will perform this effort at Clear Air Force Station, Alaska (63%), and at other locations. Total funds have been obligated. This work will be complete by September 2003. Peterson Air Force Base, Colo., is the contracting activity (F05604-99-C-9004, P00207).

Harris Technical Services Corp., Colorado Springs, Colo., is being awarded a $29,914,895 contract modification to provide for operations, maintenance, logistics and training support for the Air Force Satellite Control Network weapon system at remote tracking stations around the world, as well as maintenance and logistics support at Global Positioning System ground antennas and monitoring stations, software analysis support for the Global Positioning System, orbital analysis of military satellites in orbit in support of military controllers and security forces at New Boston Air Force Station, N.H. Total funds have been obligated. This work will be complete by September 2003. The 50th Space Wing, Schriever Air Force Base, Colo., is the contracting activity (FA2550-00-C-0010).

TRW ICBM Systems, Clearfield, Utah, is being awarded a $12,430,143 cost-plus-award-fee contract modification to provide for system engineering support for Headquarters Air Force Space Command to include planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to develop, produce, deploy, test and evaluate missile, command, control and communications, basing, reentry and launch vehicle systems and technology. This work will be complete by September 2003. The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).

Spectrum Sciences and Software, Fort Walton Beach, Fla., is being awarded a $8,635,958 firm-fixed-price contract modification to provide for fiscal year 2003 operation and maintenance of Gila Bend Air Force Auxiliary Field and the Barry M. Goldwater Range, both in Arizona. This effort will be performed by Spectrum Sciences and Software, Fort Walton Beach, Fla. (75%), and Washington Group International, Boise, Idaho (25%), at Gila Bend Air Force Auxiliary Field, Ariz. Total funds have been obligated. This work will be complete by September 2003. Air Education and Training Command is the contracting activity (F02604-99-C-M001-P00065).

Northrop Grumman Technical Services Inc., Herndon, Va., is being awarded a $6,811,000 fixed-price incentive with award-fee contract modification to provide for operations, maintenance and logistics support of the Ground-Based Electro Optical Deep Space Surveillance System (GEODSS) at Socorro, N.M.; Diego Garcia; and Maui, Hawaii. Locations of performance are Socorro, N.M., GEODSS Site 1 (28%); and Maui, Hawaii GEODSS Site 3 Kihei Maui, Hawaii (31%). Total funds have been obligated. This work will be complete by September 2003. The 21st Space Wing is the contracting activity (F05604-96-C-9004, P00057).

Computer Sciences Raytheon, Patrick Air Force Base, Fla., is being awarded a $5,000,002 cost-plus-award-fee contract modification to provide for operational support to acquisition for Oct. 1, 2002, through Sept. 30, 2003. At this time, no funds have been obligated. This work will be complete by September 2003. The 45th Space Wing is the contracting activity (F08650-00-C-0005, P00088).

ARMY

The Boeing Co., Philadelphia, Pa., was awarded on Sept. 30, 2002, a delivery order amount of $1,497,050 as part of a $152,116,332 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for various CH-47 aircraft spares. Work will be performed at Ridley Park, Pa., and is expected to be completed by June 29, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on May 7, 2002. The U. S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-02-D-0307).

General Dynamics Decision Systems, Scottsdale, Ariz., was awarded on Sept. 30, 2002, a delivery order amount of $833,734 as part of a $100,000,000 firm-fixed-price contract for foreign military sales worldwide customers for various commercial equipment and training. Work will be performed in Scottsdale, Ariz., and is expected to be completed by Aug. 30, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 7, 2002. The U. S. Army Communications-Electronics Command Acquisition Center, Fort Monmouth, N.J., is the contracting activity (DAAB07-02-D-M026).

United Defense LP, York, Pa., was awarded on Sept. 30, 2002, a $49,399,065 modification to a firm-fixed-price contract for 13 M3A2 and 20 M2A2ODS Bradley fighting vehicles and 32 different types of various kits and spares with various quantities to support the ODS vehicles. Work will be performed in York, Pa. (83%); Santa Clara, Calif. (8%); Aiken, S.C. (5%); and Lemont Furnace, Pa. (4%), and is expected to be completed by May 4, 2004. Of the total contract funds, $22,567,753 will expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 15, 2002. The U. S. Beers Skanska Inc., Atlanta, Ga., was awarded on Sept. 28, 2002, a $27,812,000 firm-fixed-price contract for construction of a criminal investigation forensic laboratory. Work will be performed at Fort Gillem, Ga., and is expected to be completed by Nov. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were 167 bids solicited on Feb. 6, 2002, and five bids were received. The U. S. Army Engineer District, Savannah, Ga., is the contracting activity (DACA21-02-C-0055).

Cajun Constructors Inc., Baton Rouge, La., was awarded on Sept. 28, 2002, a $20,633,000 construction contract for an advanced wastewater treatment plant and the demolition of three existing plants. Work will be performed at Fort Riley, Kan., and is expected to be completed by Sept. 27, 2004. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on July 19, 2002, and four bids were received. The U. S. Raytheon Support Services Co., Burlington, Mass., was awarded on Sept. 30, 2002, a $11,376,441 modification to a firm-fixed-price/cost-plus-fixed-fee contract for base operations and maintenance services for Oct. 1, 2002, through Sept. 30, 2003. Work will be performed in Warren, Mich. (47%) and Chesterfield Township, Mich. (53%), and is expected to be completed by Sept. 30, 2003. Contract funds will not expire at the end of the current fiscal year. There were 10 bids solicited on April 10, 1998, and three bids were received. The U. S. Raytheon, St. Petersburg, Fla., was awarded on Sept. 30, 2002, a $10,851,240 modification to a firm-fixed-price with economic price adjustment contract for 96 Joint Tactical Terminals from the low rate initial production and full rate contract for Joint Tactical Terminal/Common Integrated Broadcast Service Modules. Work will be performed in St. Petersburg, Fla., and is expected to be completed by March 3, 2006. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on June 30, 1997, and three bids were received. The U. S. M&D Contractors Inc., Decatur, Ala., was awarded on Sept. 30, 2002, a $10,475,200 firm-fixed-price contract for construction of a design construction start-up and validation of a repair-in-kind project for improving the condition of the steam and condensation systems exterior to buildings within the arsenal. Work will be performed at Redstone Arsenal, Ala., and is expected to be completed by Nov. 16, 2004. Contract funds will not expire at the end of the current fiscal year. Walsh Construction Co. of Illinois, Chicago, Ill., was awarded on Sept. 30, 2002, a $5,000 increment as part of a $9,929,002 firm-fixed-price contract for Chicago shoreline storm damage reduction. Work will be performed in Chicago, Ill., and is expected to be completed by Nov. 10, 2004. Contract funds will not expire at the end of the current fiscal year. Harris R.F. Work will be performed in Rochester, N.Y., and is expected to be completed by Dec. 31, 2003. Of the total contract funds, $8,660,766 will expire at the end of the current fiscal year. Gillette Electric Construction Inc., Decatur, Ala., was awarded on Sept. 30, 2002, a $7,927,172 firm-fixed-price contract for the modernization of the electrical transmission and distribution system. Work will be performed at Tyndall Air Force Base, Fla., and is expected to be completed by Oct. 15, 2004. Contract funds will not expire at the end of the current fiscal year. American Science and Engineering Inc., Billerica, Mass., was awarded on Sept. 30, 2002, a $2,970,659 increment as part of a $7,100,000 firm-fixed-price contract for design, fabrication, integration and installation of test, warrant and maintenance of a prototype fixed-site cargo inspection system. Work will be performed in Billerica, Mass. (98%), and Honolulu, Hawaii (2%), and is expected to be completed by May 30, 2006. Contract funds will not expire at the end of the current fiscal year. Gahagan and Bryant Associates Inc., San Pedro, Calif., was awarded on Sept. 30, 2002, a $300,000 increment as part of a $6,009,160 firm-fixed-price contract for hydrographi survey and quality assurance for Port of Los Angeles channel deepening and deep draft navigation improvements. Sikorsky Aircraft Corp., Stratford, Conn., was awarded on Sept. 30, 2002, a delivery order amount of $5,356,000 as part of a $5,356,000 firm-fixed-price contract for an accessory gearbox/input module in support of the UH-60 Black Hawk. Work will be performed in Shelton, Conn., and is expected to be completed by Dec. 31, 2005. Contract funds will not expire at the end of the current fiscal year. William Schlosser Company Inc., Beltsville, Md., was awarded on Sept. 30, 2002, a $5,288,000 firm-fixed-price construction contract for the capability to test military material including all calibers of direct and indirect fire weapons systems under a variety of environmental conditions simulating the majority of the world's climates. Work will be performed at Aberdeen Proving Ground, Md., and is expected to be completed by October 2004. Contract funds will not expire at the end of the current fiscal year. There were 26 bids solicited on Aug. 19, 2002, and five bids were received. The U. S. Army Corps of Engineers, Baltimore, Md., is the contracting activity (DACA31-02-C-0046).

NAVY

McDonnell Douglas Corp., a wholly owned subsidiary of the Boeing Co., St. Louis, Mo., is being awarded a $12,391,680 modification to a previously awarded firm-fixed-price contract (N00019-00-C-0307) for the low-rate-initial-production of 85 AV-8B advanced mission computers for the U.S. Navy (55 each) and the governments of Italy (19 each) and Spain (11 each). Work will be performed in Minneapolis, Minn. (90%) and St. Louis, Mo. (10%), and will be completed by December 2004. Contract funds will not expire at the end of the current fiscal year. This modification combines purchases for the U.S. Navy (65%) and the governments of Italy (22%) and Spain (13%) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Resource Consultants Inc., Vienna, Va., is receiving a $5,351,389 delivery order under previously awarded GSA Schedule GS-10F-0191J for management, technical and professional services in support of the Naval Supply Systems Command's Hazardous Material Control and Management Program. This is a labor-hour delivery order for services. Work will be performed in Vienna, Va. (27%); San Diego, Calif. (18%); Puget Sound, Wash., region (18%); Yokosuka, Japan (10%); Mechanicsburg, Pa. (5%); Mayport, Fla. (5%); Guam (5%); Okinawa, Japan (5%); Pascagoula, Miss. (2.5%); Mediterranean Region (2.5%); and Pearl Harbor, Hawaii (2%), and is expected to be completed by September 2003. Contract funds will expire by the end of the current fiscal year. This contract was not competitively procured. Harris Corp., Government Communications Systems Division, Melbourne, Fla., is being awarded a $5,116,666 firm-fixed-price contract for the procurement of 75 Tactical Aircraft Moving Map Capability Digital Map Computers for the U.S. Navy F/A-18c/D/E/F, AV-8B, MH-60S and AH-1Z aircraft (60 each) and the U.S. Army for the CH-47 aircraft (15 each). Work will be performed in Melbourne, Fla., and is to be completed by March 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the U.S. Navy (52%) and the U.S. Army (48%). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-02-C-3059).

DEFENSE INFORMATION SYSTEMS AGENCY

AT&T Corp., Government Solutions, Vienna, Va., was awarded on Sept. 30, 2002, a firm-fixed price order with an award value of $9,839,456 for the installation of an OC-48 SONET ring connecting a number of government facilities. Over the estimated 120-month service life, the life cycle cost will be $14,534,720. This was a limited-competition procurement conducted under basic agreements using inquiry/quote/order process. Inquiries were sent to four vendors, three quotes were received.
