Lockheed Martin Corp., Marietta, Ga., is being awarded a $127,543,953 modification to a firm-fixed-price contract to provide for one EC-130J aircraft for the Air National Guard, one KC-130J aircraft for the United States Navy, one lot of C-130 aircraft spares, and two lots of KC-130 aircraft spares. Sverdrup Technology, Inc., Fort Walton Beach, Fla., is being awarded a $45,000,000 time-and-materials contract to provide for scientific and technical analysis through March 2005 of threat representation and validation in the areas of electronic and information warfare in support of the National Air Intelligence Center, Wright-Patterson AFB, Ohio. At this time, $700,815 of the contract funds has been obligated. Funds will be obligated as individual delivery orders are issued. There were eight firms solicited and one proposal received. Metatech Corp., Albuquerque, N.M., is being awarded a $17,350,000 indefinite delivery/indefinite quantity contract to provide for research, development, and engineering support through Sept. 21, 2005 for the target Effects Assessment program at the Air Force Research Laboratory, Kirtland AFB, N.M. This program includes vulnerability assessments, optical analysis, and integrated effects assessments on optical system components. There were four proposals received. Solicitation began November 1999; negotiations were completed March 2000. The work is expected to be completed September 2005. Funds will be obligated as individual delivery orders are issued. At this time, $500,000 of the contract funds has been obligated. Air Force Research Laboratory, Kirtland AFB, N.M., is the contracting activity (F29601-00/D-0011).

Hunt Building Corp., El Paso, Texas, is being awarded a $13,299,000 firm-fixed-price contract to provide for design and construction of 126 units of military family housing at Eglin AFB, Fla. The work is expected to be completed February 2002. There were 100 firms solicited and two proposals received. Solicitation began September 1999; negotiations were completed March 2000. Human Systems Center, Brooks AFB, Texas is the contracting activity (F41622-00/C-0017).

United Technologies Corp., San Antonio, Texas was awarded on March 29, a $12,149,903 firm-fixed-price contract to provide for repair of 40 F100PW220 engines applicable to the F-16 aircraft. This effort supports foreign military sales to Egypt. Funds will be obligated as individual delivery orders are issued. There was one firm solicited and one proposal received. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-00/D-0149).

First Drake Enterprises, Inc., Fort Pierre, S.D., is being awarded an $8,123,000 firm-fixed-price contract to provide for demolition of 366 units of military family housing and construction of 42 units of military family housing at Grand Forks AFB, N.D. The work is expected to be completed September 2001. There were 82 firms solicited and four proposals received. Solicitation began January 2000; negotiations were completed March 2000. Lockheed Martin Corp., Sunnyvale, Calif., was awarded on March 29 a $6,841,813 modification to a cost-plus-award-fee contract to provide for design, development, fabrication, integration, test and pre-operational support of the Technical Intelligence Off-Line Processing equipment in support of the Space Based Infrared System (SBIRS) High program. The work is expected to be completed December 2008. Space and Missile Systems Center, Los Angeles, Calif., is the contracting activity (F-04701-95/C-0017, P00116).

Lockheed Martin Corp., Sunnyvale, Calif., is being awarded a $6,737,000 modification to a cost-plus-award-fee contract to provide for development of battery replacements and battery telemetry modifications in support of the Defense Satellite Communications System III program. At this time, $3,368,500 of the contract funds has been obligated. The work is expected to be completed March 2001. NAVY

Douglas E. Barnhart, Inc., San Diego, Calif., is being awarded a $13,071,059 task order under a multiple award design/build solution order concept contract. The work to be performed provides for the staff-non-commissioned officers academy project including a two-story concrete masonry academic instruction facility building, single-story concrete armory, and a single-story warehouse complex, and the bachelor enlisted quarters project which includes a 100-room, multi-story building at Marine Corps Base, Camp Pendleton. Work will be performed in Oceanside, Calif., and is expected to be completed by August 2001. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 100 proposals solicited, 12 offers received, and award made to four contractors on 31 March 1998. The basic total contract amount is not to exceed $150,000,000, which includes the base period and two option years. These contractors compete for each task order under the terms and conditions of the existing multiple award contract. Four proposals were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego, California, is the contracting activity (N68711-97-D-8821).

General Electric Aircraft Engines, Lynn, Mass., is being awarded a $12,583,769 commercial requirements contract for an estimated 4,376 T58 engine items for Navy CH-46D, Navy H-3, and Marine Corps CH-46E helicopters. These items include eight third-stage turbine nozzles, 43 exhaust casings, and 1,409 stage-one nozzle sectors. This contract contains options which, if exercised, would bring the total cumulative value of this contract to $38,845,446. Work will be performed in Lynn, Mass., and is expected to be completed by December 2000. Contract funds will not expire by the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00393-00-D-004M).

Raytheon Sensors and Electronic Systems of El Segundo, Calif., is being issued a $10,643,252 firm-fixed-price order for seven radar receivers and eight radar data processors in support of the AN/APG-73 radar used on F/A-18 aircraft. Work will be performed in El Segundo, Calif., and is expected to be completed by March 2003. Contract funds will not expire at the end of the current fiscal year. Foster Wheeler Environmental Corp., Bellevue, Wash., is being awarded a $6,872,232 delivery order modification under an indefinite quantity, indefinite delivery, cost plus award fee contract for environmental remedial action at Bremerton Naval Complex, Bremerton, Wash. The work to be performed under modification 06 to delivery order 0067 includes sediment dredging, shoreline stabilization, habitat restoration, and construction of a near shore confined aquatic disposal facility for the long-term containment of dredged materials. Work will be performed in Bremerton, Wash., and is expected to be completed by November 2001. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 555 proposals solicited, four offers received, and award made to Foster Wheeler Environmental Corporation on Nov. 27, 1995. The basic total contract amount is not to exceed $290,500,000, which includes the base period and four one-year options. This delivery order modification was negotiated under the terms and conditions of the existing contract. ARMY

General Dynamics, Government Systems Corp., Taunton, Mass., is being awarded a time and materials, indefinite delivery/indefinite quantity contract with a base year total of $8,099,969, and an estimated cumulative total of $52,462,072, if all options are exercised. An appropriation number and dollar value will be issued with each delivery order. The contractor will provide systems engineering and software engineering services to support the U.S. Army Communications & Electronics Command Software Engineering Center Command, Control, Communications, Computers, Intelligence, Electronics Warfare & Sensors (C4IEWS) Systems Directorate for Army Mission Critical Defense Systems. The support consists primarily of the correction of software defects/deficiencies/errors, and the implementation of software refinements and enhancements to the operational and support software of these systems. Work will be performed in Shrewsbury, N.J. (85%), and Taunton, Mass. (15%), and is expected to be completed by March 21, 2005. There was an announcement on the Business Opportunities Page on Oct. 18, 1999, and one bid was received. Northrop Grumman Corp., Electronic Sensors & System Sector, Rolling Meadows, Ill., is being awarded a $13,627,629 modification to firm-fixed-price and time and materials contract DAAB07-99-C-H004, for electronic upgrade and production of the AN/TPQ-36(V)8. This system is a weapon locating radar that tracks mortar, artillery and rockets, and discriminates against non-weapons to provide a low false location rate in a cluttered battle environment. The system is comprised of four kits: Operational Control, Antenna Transceiver Group, High Mobility Multi-purpose Vehicle Assembly, and an Equipment Trailer Group. Work will be performed in Rolling Meadows, Ill. (55%), and Fleetville, Pa. (45%), and is expected to be completed by May 1, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on March 8, 2000. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity.

Avon Rubber & Plastics Inc., Cadillac, Mich., is being awarded a $3,889,000 increment as part of a $9,190,260 cost-plus-fixed-fee contract for a program definition and risk reduction engineering effort to design, fabricate and test the Joint Service General Purpose Mask. Work will be performed in Cadillac, Mich. (68%), and Melksham Wiltshire (SN128AA) England (32%), and is expected to be completed by April 1, 2002. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the electronic bulletin board on May 18, 1999, and two bids were received. The U.S. Army Test & Evaluation Command, Aberdeen Proving Ground, Md., is the contracting activity (DAAD13-00-C-0021).

Arkay Construction Co., Golden Valley, Minn., is being awarded a $7,456,000 firm-fixed-price contract for construction of a consolidated lodging facility, Phase II, which will provide the new east wing of a three-phase project. The new wing will provide guestrooms, bathrooms; a laundry area, vending and a one-story connecting link to the Phase I facility. The facility will require minor site demolition, utility connections/relocation and/or replacement of storm sewers, sanitary sewers, communications lines, and power lines. Work will be performed in Minneapolis, Minn., and is expected to be completed by Aug. 13, 2002. Contract funds will not expire at the end of the current fiscal year. There were over 60 bids solicited on Jan. 14, 2000, and four bids were received. The U.S. Army Corps of Engineers, Omaha, Neb., is the contracting activity (DACA45-00-C-0006).

Raytheon Co., Electronic Systems, Bedford, Mass., is being awarded a $6,962,411 modification to cost-plus-award-fee contract DAAH01-99-C-0028, for FY00 Patriot engineering services for the North Atlantic Maintenance Service Agency. Work will be performed in Burlington, Mass. (6%); Huntsville, Ala. (6%); Andover, Mass. (2%); Tewksbury, Mass. (66%); El Paso, Texas (1%); Bedford, Mass. (18%), and Orlando, Fla. (1%), and is expected to be completed by Jan 31, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 21, 1998.
