THE U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) IS PROVIDING PUBLIC NOTICE OF A TENTATIVE DECISION TO ISSUE MODIFICATIONS TO THE HAZARDOUS WASTE MANAGEMENT OPERATING PERMIT FOR IOWA ARMY AMMUNITION PLANT, 17571 STATE HIGHWAY 79, MIDDLETOWN, IOWA.
EPA has reviewed the permit modification requests and is requesting public comment prior to making a final decision. The permit modifications would allow IAAAP to add an existing building to the permit for more hazardous waste storage capacity. Other changes to the permit are being made to make corrections and clarifications to the permit conditions.
A copy of the administrative record, with the permit modification request and other information, is available for public review from 8 a.m. to 4 p.m. Monday through Friday at EPA's Region 7 office in Kansas City, Kansas; the Iowa Department of Natural Resources' offices in Des Moines and Washington, Iowa; and during normal hours at the Burlington Public Library, 501 North Fourth. The administrative record will be available from November 6, 1996, until December 21, 1996.

A public hearing for this permit modification request has not been scheduled. EPA will hold a public hearing if a written notice of opposition to the draft permit and request for a hearing is received by December 23, 1996. The notice of opposition and request should be sent to Mr. Herstowski at the address above. EPA will provide notice of the public hearing at least 30 days in advance.
