DEFENSE LOGISTICS AGENCY

Reinhart Institutional Foods, Inc. Oak Creek, Wis., is being awarded a second one-year option, firm-fixed-price indefinite-quantity contract. This second one-year option is worth $16,000,000 with $4,000,000 previously obligated. This contract provides full-line distribution for various military customers in the Great Lakes area and is expected to be completed by June 1, 1999. There were 90 bids solicited and five bids were received. Funds will not expire at the end of the fiscal year. The Defense Supply Center, Philadelphia, Pa., is the contracting activity (SP0300-96-D-2906).

ARMY

Femme Comp Inc.*, Sterling, Va., is being awarded an increment (appropriation number and dollar value will be issued with each delivery order) as part of a $13,923,659 (base year total) cost-plus-fixed-fee, cost-plus-award-fee, indefinite delivery/indefinite quantity, task order arrangement contract, with a cumulative total of $97,333,898 if all options are exercised. The project is to provide analytical, technical, operational and programmatic support in support of the definition, planning, development and execution of the Department of Defense satellite communications missions. This includes the development of architectures, vision statements and doctrine; program integration; rapid prototyping and limited procurement/production of satellite communications systems; operational support; testing; training; independent verification and validation; integrated logistics support, programmatic support, and analysis of emerging technologies. Work will be performed in Colorado Springs, Colo., and is expected to be completed by Sept. 30, 2004. There were 35 bids solicited on Feb. 18, 1998, and three bids were received. The contracting activity is the U.S. Army Space & Strategic Defense Command, Colorado Springs, Colo. (DASG62-98-D-0004).

AIR FORCE

University of Dayton Research Institute (UDRI), Dayton, Ohio, a $9,195,542 cost-reimbursement contract to provide for research and development support for the Life Prediction Methodologies for Aerospace Materials Program. This program will develop a comprehensive understanding of the behavior and failure mechanisms of aerospace materials to allow for development of new life prediction concepts and models. The work will be done at the AF Research Laboratory, Wright-Patterson AFB, Ohio. Solicitation began December 1997; negotiations were completed April 1998. Contract funds will not expire at the end of the current fiscal year. The Air Force Research Laboratory, Wright Patterson AFB, Ohio is the contracting activity (F33615-98/C-5214).

NAVY

Henry M. Jackson Foundation, Rockville, Md., is being awarded a $14,649,622 cost-plus-fixed-fee, research and development, level-of-effort term contract for research for Navy related combat casualty care issues and Navy operational related injuries and illnesses at the Naval Medical Research Institute and its detachments, and the Naval Dental Research Institute and its detachments. Work will be performed at Brooks Air Force Base, Texas (41%), Great Lakes, Ill. (41%), and Bethesda, Md. (18%), and is expected to be completed in June 2003. Contract funds in the amount of $10,000 will expire at the end of the fiscal year. This contract was competitively procured with 13 proposals solicited and three offers received. The Office of Naval Research, Washington, D.C., is the contracting activity (N00014-98-C-0321).
