AIR FORCE

Northrop Grumman Corp., Integrated Systems Sector, Airborne Ground Surveillance and Battle Management Systems, Melbourne, Fla., is being awarded a $215,000,000 cost-plus-award-fee contract to provide for the E-10A, the next generation wide area surveillance platform designed to provide advanced integrated ground and air surveillance and targeting capabilities to provide the war fighter a battle management command and control force multiplier that detects, classifies, characterizes and reports cruise missiles and surface targets to the joint forces within a networked command and control constellation environment. This action covers the weapons system integration portion of the pre-system development and demonstration phase of this program. Funds will be obligated as individual delivery orders are issued. This work will be complete September 2004. Solicitations began August 2002, and negotiations were complete May 2003. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-03-C-0014).

Gulfstream Aerospace Corp., Savannah, Ga., is being awarded a $14,907,400 firm-fixed-price contract modification to provide for the Peace Lotus III Program, which is a foreign military sales program for the procurement of two Gulfstream G400 aircraft, Cleopatra modification, associated spares, logistics, support equipment, program management and training on behalf of the government of the Arab Republic of Egypt. The aircraft will become part of the Egyptian Presidential Fleet. Current modification is to establish negotiated firm-fixed prices for the outfitting of two aircraft interiors. Previous effort established negotiated firm-fixed prices for the procurement of two "green" aircraft (airframe only, no interior completion), Cleopatra modification and program management. Future effort will establish firm-fixed prices for associated spares, support equipment, logistics and training and will be covered under a separate 1279 report. Total funds have been obligated. This work will be complete by August 2004. The Oklahoma City Air Logistics Center, Tinker Air Force Base, Tinker Air Force Base, Okla., is the contracting activity (F34601-03-C-0038, P00001).

Raytheon Aerospace, Pensacola, Fla., is being awarded a $7,984,865 firm-fixed-price contract to provide for trainer maintenance and precision management equipment laboratory services in support of the 82nd Training Wing at Sheppard Air Force Base, Texas. Total funds have been obligated. This work will be complete by September 2004. Solicitation began October 2002, and negotiations were completed May 2003. The Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41689-03-C-0018).

EG&G Technical Services, Albuquerque Operations, Albuquerque, N.M., is being awarded a $5,868,991 firm-fixed-price contract modification to provide for upgrade ground air transmit receive centers 6 and 7, broken out as follows: test/support equipment and tools (centers 6 & 7), 1 lot; site survey (center 6 & 7), 1 lot; prime mission equipment (centers 6 & 7), 1 lot; program management and systems engineering, 1 lot; and data, 1 lot. Total funds have been obligated. This work will be complete October 2004. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-01-C-0013, P00009).

DYNETICS Inc., Huntsville, Ala., is being awarded a $5,238,099 cost-plus-fixed-fee contract modification to provide for development and fabrication of a large precision guided munition. Fourteen tailkits and cradles were procured under this contract. The remainder of this project was assembled by the Air Force Research Laboratory Munitions Directorate Model Shop with parts supplied by various commercial vendors. At this time, $1,059,100 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by June 2003. NAVY

AMSEC LCC, Virginia Beach, Va., is being awarded a $62,419,334 modification of a cost-plus-fixed-fee contract for mission essential engineering and technical services for direct fleet support (carrier engineering maintenance assist team). Work will be performed at Norfolk, Va., or Newport News, Va. (40%); San Diego, Calif. (30%); Bremerton or Everett, Wash. (20%); Mayport, Fla. (5%); and other areas outside the United States (5%), and is expected to be completed by June 2004. Contract funds will not expire at the end of the current fiscal year. This contract was awarded through full and open competition via the Internet at the Navy Electronic Commerce On-line Web site, with one offer received. The Fleet and Industrial Supply Center (FISC) Norfolk, Norfolk, Va., is the contracting activity (N00189-01-D-0290).

BAE Systems Applied Technologies Inc., Rockville, Md., is being awarded a $13,416,053 modification to exercise an option to a previously awarded cost-plus-fixed-fee, term, services contract for engineering and technical services for life cycle support of communication-electronic equipment, systems and subsystems supporting the special communications requirements division at the Naval Air Systems Command Aircraft Division, St. Inigoes, Md. The estimated level of effort for this option is 264,000 man-hours. Work will be performed in St. Inigoes, Md. (62%); Fayetteville, N.C. (12%); Chesapeake, Va. (8%); San Diego, Calif. (7%); Fort Bliss, Texas (4%); Fort Walton Beach, Fla. (2%); Panzer Kaserne, Germany (2%); Puerto Rico (2%); and Tampa, Fla. (1%), and is expected to be completed in May 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, St. Inigoes, Md. is the contracting activity (N00421-01-C-0169).

Anteon Corp., Fairfax, Va., is being awarded a $5,482,426 ceiling-priced modification to a previously awarded firm-fixed-priced contract (N61339-97-C-0070) to incorporate an engineering change to establish an alternate configuration of the Digital Multi-Purpose Range Complex (DMPRC) for sites that have no power or signal cables and reduce configurations for those sites not needing the full complement of capabilities that are included with the DMPRC. Work will be performed in Fort Hood, Texas (78%), and Fort Wainwright, Ark. (22%), and is expected to be completed in December 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Training Systems Division, Orlando, Fla., is the contracting activity.

High Technology Solutions Inc.*, San Diego, Calif., is being awarded a $8,543,265 ceiling-priced, cost-plus-fixed-fee contract for the operation and maintenance of the Naval Air Systems Command Weapons Division's Target Operations Division. Work will be performed in Pt. Mugu, Calif., and is expected to be completed in May 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a small business set-aside, with 12 proposals solicited and four offers received. The Naval Air Systems Command Weapons Division, Pt. DEFENSE LOGISTICS AGENCY

New Maryland Clothing Mfg.*, Baltimore, Md., is being awarded $6,213,549 firm-fixed-price with indefinite-delivery type of contract for coats for the U.S. Air Force. Work will also be performed in New York, N.Y. This contract is exercising its second year option. Performance completion date is expected to be May 14, 2004. Contract funds will expire at the end of the current fiscal year. There were 17 solicitations, and three responded.
