AIR FORCE

Lockheed Martin Corp., Lockheed Martin Aeronautical Systems Co., Fort Worth, Texas, is being awarded a $1,978,816,000 firm-fixed-price contract to provide for 36 F-16C Block 52 and 12 F-16D Block 52 aircraft for the Poland F-16 Program (Peace Sky). At this time, $1,746,285,512 of the funds has been obligated. Contract modification adds on funding for financing arrangement. This work will be complete October 2008. Solicitations began July 2002, and negotiations were completed April 2003. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-03-C-2018).

Universal Technology Corp., Greene County, Ohio, is being awarded a $9,600,000 indefinite-delivery/indefinite-quantity contract to provide basic, exploratory and advanced research in the physical and engineering sciences. This effort will utilize unique Air Force Research Laboratory Materials and Manufacturing Directorate equipment for thorough investigation and knowledgeable evaluations. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. At this time, $51,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed May 2003. Solicitation began November 2002, and negotiations were completed April 2003. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-03-D-5801).

NAVY

Northrop Grumman Information Technology, Reston, Va., is being awarded a $9,365,063 (ceiling) indefinite-delivery/indefinite-quantity contract for the performance of studies, analysis, tradeoffs, requirement analysis, design, development, test, certification and documentation and/or enhancement of existing combat system interface simulation, test and analysis systems associated with combat system development and life-cycle engineering support. In addition, the contract shall procure, install and checkout simulators and test equipment at the various Aegis land-based test sites and/or shipyards. Work will be performed in Dahlgren, Va. (90%); San Diego, Calif. (8%); and Arlington, Va. (2%), and is expected to be completed by May 2008. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-03-D-2019).

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded an $8,422,000 advance acquisition contract for the procurement of long lead items for the manufacture and delivery of the low rate initial production of six MH-60R multi-mission helicopter air vehicles and associated support efforts. Work will be performed in Stratford, Conn., and is expected to be completed in December 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity (N00019-03-C-0011).

Raytheon Co., Tucson, Ariz., is being awarded a $6,567,102 modification to a previously awarded contract (N00024-99-C-5473) to exercise an option to fund fiscal year 2003 production support for the Evolved SEASPARROW Missile Program. This procurement supports the funding for the countries of Australia (24%), Germany (19%), The Netherlands (18%), Canada (14%), Norway (7%), Spain (6%), Denmark (5%), Turkey (4%) and Greece (3%) under the Foreign Military Sales Program. Work will be performed in Tucson, Ariz. (35.7%); Andover, Mass. (8.9%); Camden, Ark. (2.9%); Minneapolis, Minn. (1.5%); Australia (12%); Germany (10%); The Netherlands (9%); Toronto, Canada (7%); Norway (4%); Spain (3%); Denmark (2%); Greece (2%); and Turkey (2%) and is expected to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Raytheon Co., Falls Church, Va., is being awarded a $5,000,000 not-to-exceed order against a previously awarded basic ordering agreement (N00019-02-G-0350) for requirements development and initial design of the Block 3 Global Hawk Maritime Demonstration (GHMD) data control processor, data link controls and payload processing and preparation of an engineering plan to integrate thetactical control system (TCS) Block 3 into existing ship intelligence surveillance and reconnaissance systems. The TCS will provide a single unmanned aerial vehicle (UAV) mission planning, command and control, data processing and dissemination system for operation of the medium altitude endurance (MAE) and tactical family of UAVs, along with full interoperability with Vertical Takeoff Unmanned Aerial Vehicle, Tactical Unmanned Aerial Vehicle, MAE UAV, future tactical UAVs and GHMD UAV. Work will be performed in Falls Church, Va. (80%), and Rancho Bernardo, Calif. (20%), and is expected to be completed in December 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

DEFENSE COMMISSARY AGENCY

Military Deli & Bakery Services, Naperville, Ill., was awarded a firm-fixed contract on April 21, 2003, in the amount of $11,268,833 to provide in-store delicatessen and bakery services. Work will be performed at six commissaries located in the Defense Commissary Agency, Eastern Region, Tidewater area. The commissaries include Oceana Naval Air Station, Little Creek Naval Amphibious Base, Norfolk Naval Base, Langley Air Force Base, Fort Eustis and Fort Lee, Va. The contract is for the base year May 1, 2003, through April 30, 2005. Contract funds will not expire at the end of the current fiscal year. Thirteen firms were solicited, and three proposals were received. The Defense Commissary Agency, Resale Contracting Division, Resale Services Support Branch, Fort Lee, Va., is the contracting activity (DECA02-03-D-0007).
