NAVY
Charles Stark Draper Laboratory, Cambridge, Massachusetts, is being awarded a
$5,000,000 cost-plus-fixed-fee contract to design, develop, integrate, and test
prototype navigation guidance and control systems for application in guided
munitions. Work will be performed in Cambridge, Massachusetts, and is expected
to be completed by September 1996. Contract funds will not expire at the end
of the current fiscal year. This contract was not competitively procured. The
Navy's Strategic Systems Programs, Washington, D.C., is the contracting

Martin Marietta Technologies, a subsidiary of Martin Marietta Corporation,
Aero & Naval Systems, Baltimore, Maryland, is being awarded a $97,507,201
modification to previously awarded contract N00024-94-C-5300 for production of
MK 41 vertical launching systems, installation support, and ancillary hardware
for the U.S. Navy (81.6%), and the governments of Japan (18.1%), and Turkey
(0.3%), under the Foreign Military Sales Program (FMS). Work will be performed
in Baltimore, Maryland (58%), Minneapolis, Minnesota (17%), and Aberdeen, South
Dakota (25%), and is expected to be completed by April 2001. Contract funds
will not expire at the end of the current fiscal year. The Naval Sea Systems
Command, Washington, D.C., is the contracting activity.
BFGoodrich Aerospace, Engineered Polymer Products, Jacksonville, Florida, is
being awarded a $10,301,859 modification to previously awarded contract
N00024-94-C-6203 for AN/SQS-56 sonar rubber domes, transportation fixtures,
AN/SQS-26/53 sonar dome rubber windows, and installation and technical
services. Work will be performed in Jacksonville, Florida, and is expected to
be completed by January 1997. Contract funds will not expire at the end of the
current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the
contracting activity.
AIR FORCE
Ball Corporation, Systems Engineering Operations, San Diego, California, is
being awarded a $9,387,316 cost-plus-fixed-fee contract for the Integrated
Electronic Warfare Systems Effectiveness evaluation. This effort will develop
enhancements for electronic warfare systems and simulators to permit them to
operate in an integrated fashion. The work will be performed at
San Diego, California (71%) and various other locations. Contract is expected
to be completed March 2000. Contract funds of $1,000 will expire at the end of
the current fiscal year. Twelve bids were solicited and one proposal was
received. The solicitation was issued September 1994 and negotiations were
completed March 1995. The Wright Laboratory, Wright-Patterson Air Force Base,
Ohio, is the contracting activity (F33615-94-C-1433).
COMSAT RSI, Technical Products Division, Sterling, Virginia, is being awarded
a $6,100,000 firm-fixed-price contract for construction and installation of the
Advanced Electro-Optical Systems Telescope Enclosure System for the Air Force's
3.67 meter telescope on Mount Haleakala, Maui, Hawaii. The work will be
performed at Sterling, Virginia and Wortham, Texas (29%). Contract is expected
to be completed June 1996. Contract funds will not expire at the end of the
current fiscal year. Twenty-seven bids were solicited and four proposals were
received. The solicitation was issued October 994 and negotiations were
completed March 1995. The Phillips Laboratory, Kirtland Air Force Base, New
Mexico, is the contracting activity (F29601-95-C-0175).
Loral Fairchild Corporation, Loral Fairchild Systems Division, Syosset, New
York, is being awarded a $28,614,550 face value increase to a firm-fixed-price
contract for 97 AAQ-23 Forward Looking Infrared Sensor Systems applicable to
the B-52H aircraft. Contract is expected to be completed August 1997.
Contract funds of $28,614,550 will expire at the end of the current fiscal
year. The Warner Robins Air Logistics Center, Robins Air Force Base, Georgia,
is the contracting activity (F09603-92-C-0002, P00014).
Rockwell International Corporation, North American Aircraft, Seal Beach,
California, is being awarded a $231,952,791 cost-plus-award-fee contract for
engineering and manufacturing development of the Conventional Mission Upgrade
Program (CMUP) for the B-1B aircraft. This effort includes modification of the
Weapons Carriage Systems to facilitate integration of Joint Direct Attack
Munitions, integration of the Global Positioning System, and integration of
various communication system updates. The work will be performed at Seal
Beach, California (40%), Seattle, Washington (25%) and various other sites.
Contract is expected to be completed January 1999. Contract funds will not
expire at the end of the current fiscal year. The solicitation was issued
August 1994 and negotiations were completed November 1994. The Aeronautical

ARMY
TELOS Corporation, Herndon, Virginia, is being awarded a $1,290,000 increment
as part of a $5,437,601 (cumulative total $27,487,210 if four option years are
exercised) cost plus award fee/cost plus fixed fee contract for ADPE and
scientific equipment maintenance and support services. Work will be performed
at Redstone Arsenal, Alabama, and is expected to be completed by February 28,
2000. Of the total contract funds, $1,290,000 will expire at the end of the
current fiscal year. There were 120 bids solicited on April 18, 1994, and 5
bids received. The contracting activity is the U.S. Army Missile Command,
Redstone Arsenal, Alabama (DAAH03-95-C-0046).
Ogden Allied Eastern States Maintenance Corporation, Arlington, Virginia, is
being awarded an increment as part of a not-to-exceed $10,000,000 modification
to exercise Option Year 1, (appropriation number and dollar value will be
issued with each delivery order) firm fixed price contract for
construction/repair requirements for a basewide construction effort. The
project takes in a variety of trades such as carpentry, road repair, roofing,
excavation, demolition, concrete, masonry and welding. Work will be performed
at Fort Bliss, Texas, and is expected to be completed by March 16, 1999.
Contract funds will not expire at the end of the current fiscal year. There
were 73 bids solicited on August 27, 1993, and 13 bids received. The
contracting activity is the U.S. Army Corps of Engineers, Fort Worth, Texas

Spaw-Glass Contractors, Incorporated, San Antonio, Texas, is being awarded a
$7,726,998 firm fixed price contract for construction of a 60,000 square foot
Command Headquarters Building, with a basement, reinforced concrete slab, steel
framing, masonry walls, heating, ventilation, and air conditioning systems,
fire alarm and detection system, and standing seam metal roof. The project
includes prewired work stations, exterior and interior utilities, parking
areas, turfing and landscaping. The building will contain a courtroom, judges
chambers, deliberation room, witness waiting room, council offices, library,
reception/waiting room, and court reporter room. Work will be performed at
Lackland Air Force Base, Texas, and is expected to be completed by October 2,
1996. Contract funds will not expire at the end of the current fiscal year.
