SCOPE OF WORK:

1. The Kingdom of Nepal has received a loan from the Asian Development Bank (ADB) and OPEC towards the cost of Rural Electrification, Distribution and Transmission Project, and intends to apply part of the proceeds of this loan to eligible payments under the contract for Supply and Construction of 66 kV & 132 kV Substations under International Competitive Bidding conducted in accordance with ADB's procedure.

2. Nepal Electricity Authority (NEA) ("the Employer"), the executing agency of His Majesty's Government of Nepal (HMG/N), now invites wax-sealed bids from Bidders from eligible source countries of the Asian Development Bank for Supply and Construction of 66 kV & 132 kV Substations ("the Works") consisting of design, supply, construction, erection, testing and commissioning of following works on Turnkey basis:

a. Construction of new Matatirtha switching station at Thankot with three 132 kV line bays and one bus coupler bay, fiber optic communication network, RTU equipment, control building and all other necessary works.

b. Construction of new Harisiddhi substation with two 132 kV line bays, one 132 Kv transformer bay, 1*22.5 MVA, 132 / 11 kV power transformer, eight (8) numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, control building and all other necessary works.

c. Extension of existing Bhaktapur substation to include one 132 kV line bay, two 132 kV transformer bays, 2*22.5 MVA, 132 / 11 kV power transformers, eighteen (18) numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, and all other necessary works.

d. Extension of existing Balaju substation to include 2*22.5 MVA, 66/11 kV power transformers, seventeen (17) numbers of 11 kV VCB switchgears, and all other necessary works.

3. The Bidder must be a manufacturing or contracting company in the field of high voltage (110 kV or higher voltages) substations and maintaining a permanent place of business for at least ten (10) years. Detail qualification criteria of bidders and manufacturers are more elaborately described in the bidding document.

4. Bidder may obtain further information from, and inspect and acquire the bidding documents, at the office of the project at the following address. Complete bidding documents are also posted on NEA website.

5. A complete set of bidding documents may be purchased during office hours on all working days by interested eligible Bidders from 18 June 2004 onward on submission of a written application to the above office, and upon payment of a nonrefundable fee of US Dollars 350 (US Dollars three hundred fifty only). The payment shall be made by depositing the money in the account No. 001-013040C at Everest Bank, New Baneshwor, Kathmandu, Nepal, of the project, and the original bank voucher must be attached with the application.

6. A two-envelope bidding procedure will be adopted. Bidders are to submit simultaneously two sealed envelopes, one containing the technical proposal and one containing the price proposal. Initially only the technical proposals are opened. Technical proposals which are submitted by non-qualified bidders or which are not substantially responsive are rejected. The substantially responsive technical proposals, which have been submitted by qualified bidders, are discussed with the bidders and bidders are requested to adjust their proposals to reflect the changes and amendments requested by the Employer. The bidders are further requested to submit a supplementary price proposal, which contains the changes in price resulting from the discussed changes in technical proposals. The original price proposal and the supplementary price proposal are opened simultaneously in public.

7. All bids must be accompanied by a bid security of US$ 160,000 (US Dollars one hundred sixty thousand only) or an equivalent amount in a freely convertible currency or Nepali Rupees, and must be delivered to the address given above at or before 12:00 hours (Local Standard Time) on 15 September 2004. The bid security must be included in the Technical Proposal.

8. The Technical Proposals will be opened on 15 September 2004 at 15:00 hours, (Local Standard Time) in the presence of bidders' representatives who choose to attend at the address given above. If the bid submission and/or opening day falls on a holiday, then the bids shall be delivered and opened at the same time on the next working day.

9. The Price Proposals and supplementary price proposals, if provided, of the technically substantially responsive bidders will be opened in the presence of the bidders' representatives who choose to attend at an address, date and time to be advised by the Employer after approval of the ADB of the evaluation of the Technical Proposals. The Price Proposals of those bidders who fail to qualify or whose Technical Proposals are evaluated to be substantially non-responsive will be returned unopened to the respective bidders or their representatives.

10. In the comparison of bids, the Employer will grant a margin of domestic preference to eligible goods manufactured in the Employer's country in accordance with the provisions stipulated in the Instructions to Bidders.

11. The NEA will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation and/or delivery of bids.

12. The NEA reserves the right to accept or reject any or all bids without assigning any reason whatsoever.
