Region 9 NPDES Permits
This page lists EPA-issued Permits for all areas where EPA Region 9 is the permitting authority. EPA Region 9 is the permitting authority for Tribal lands in Arizona, California, Nevada, and also all Navajo lands; the Pacific Island territories of Guam, American Samoa, Commonwealth of the Northern Mariana Islands; and any discharges into federal ocean waters beyond state boundaries.

Stormwater General Permits
Construction: For the areas where Region 9 is the permitting authority, one general permit, the construction general permit (CGP) has been issued for construction sites disturbing one or more acres (73 Fed. Reg. 40338, July 14, 2008). This permit is a reissuance of the previous permit which was issued on July 1, 2003.
Industrial: For the areas where Region 9 is the permitting authority, a second general permit, the multi-sector general permit (MSGP) (65 Fed. Reg. 64746, October 30, 2000) has been issued for industrial facilities other than construction sites. The MSGP of October 30, 2000 is a reissuance of the original MSGP which was issued on September 29, 1995. The MSGP expired on October 30, 2005 but has been administratively extended.
Construction and Industrial Permit Application: under the CGP, a construction notice of intent (NOI) must be submitted to EPA. A similar industrial notice of intent is required for the MSGP. Permit coverage under the construction general permit may be terminated by submitting a construction notice of termination. Permit coverage under the MSGP may be terminated by submitting an industrial notice of termination. EPA Region 9 is involved with CGP and MSGP permits for the following areas: The Islands of American Samoa and Guam, Johnston Atoll, Midway/Wake Islands and Commonwealth of the Northern Mariana Islands; Indian Country in Arizona (as well as Navajo Reservation lands in New Mexico and Utah), California and Nevada (as well as the Duck Valley Reservation in Idaho, the Fort McDermitt Reservation in Oregon and the Goshute Reservation in Utah).
