Army Corps of Engineers The Corps of Engineers Exiting EPA (disclaimer) manages the planning, designing, building and operating water resources and other civil works projects (Navigation, Flood Control, Environmental Protection, Disaster Response, etc.). The Corps of Engineers is also in charge of the Clean Water Act (CWA) Section 404 permits for authorized discharge of sediment into waters of the U.S., including wetlands. In addition to our commenting role, EPA has oversight of the CWA, Section 404 program.
