Enforcement

EPA Region 2 is responsible for ensuring that facilities in New Jersey, New York, Puerto Rico, and the U.S. Virgin Islands, whether public or private, are complying with environmental requirements at a minimum and for encouraging facilities to strive for environmental leadership in the world as the ideal. This is accomplished by successfully combining all of the tools at our disposal from environmental assistance through criminal enforcement. It is also not accomplished alone but through partnerships with other federal agencies, state agencies, environmental and community organizations, the regulated community, and the public. Our 2008 compliance and enforcement accomplishments are now available on-line.

Jimenez CreekEPA Investigations Lead to Prison Sentences for Two in Puerto Rico

An EPA investigation into Clean Water Act violations in Puerto Rico has led to prison sentences for two defendants convicted of engaging in a scheme that involved the dumping of raw sewage into the Jimenez Creek, a tributary of the Espiritu Santo River. “EPA will not tolerate criminal conduct that is noxious to the environment and people’s health,” said George Pavlou, EPA Acting Regional Administrator. “Violators will be held accountable for their actions and EPA will continue to enforce laws that protect the environment and the people of Puerto Rico.”

Consolidated Edison Company of New York, by replacing equipment and improving leak detection, prevented 670,000 pounds of sulfur hexafluoride (SF6), a potent greenhouse gas, from entering the atmosphere from 1999 to 2007, equivalent to the annual emissions from over 1.3 million cars. "ConEdison is to be commended for its early action on climate protection and its commitment to sharing information across the sector,” said George Pavlou, Acting EPA Regional Administrator.
