A Guide to Using this Site
The EPA Region 3 Total Maximum Daily Load (TMDL) Web site provides a central location for accessing information about the TMDL program throughout the Region. EPA Region 3 serves the Mid-Atlantic states of Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia.
The TMDL Primer provides background and guidance information on the TMDL program in simple terms. The TMDL Primer also provides a link to a TMDL glossary that defines some common TMDL terminology.
The Impaired Segments section contains 303(d) lists and 305(b) reports, sorted by state. 303(d) lists and 305(b) reports for each state provide information on polluted waterbodies that are candidates for TMDLs in each Region 3 state.
The TMDL Reports section directs the user to draft and final TMDL reports, approval letters, and decision rationales. A TMDL report includes the following main components:The web site provides a link to the national TMDL database where all available TMDL reports developed in Region 3 since 1996 are located.
- A narrative explanation of the purpose for the TMDL development
- The applicable water quality standards
- An assessment of the pollutant sources
- A linkage between the numeric target of the TMDL and the pollutant sources
- The TMDL
The Lawsuits page lists information on the active and resolved lawsuits filed against EPA Region 3 regarding TMDL development in the Region.

The Contacts page provides the names and e-mail addresses of the people responsible for the TMDL program in each Region 3 state.
The Guidance and Policy link leads to national information on the policies and regulations that direct the TMDL program as well as guidance on how to apply those policies to TMDL development. Technical Support Documents provide assistance to states, local governments, or others in the actual development of TMDLs. Case Studies are examples of successful TMDLs in Region 3 states.
