National Information
EPA's Mid-Atlantic Region supports the national effort to conserve and manage our natural resources and energy more efficiently. Through the Resource Conservation Challenge (RCC),we invite private and public entities to join us in our goal to:
- Prevent pollution
- Promote reduce, reuse, and recycle
- Reduce priority and toxic chemicals in products
and waste - Conserve energy, water, and materials -
Region 3 Priorities
- Municipal Solid Waste Recycling - Goal - To increase
recycling of Municipal Solid Waste (MSW) each year by 700,000 tons, which represents
Region 3's share of the national 35% recycling goal.
- Reusing and Recycling Industrial Materials - Goal - To increase the use of coal combustion products from 32% (2001 baseline) to 50% by 2011 and encourage a 65% diversion of construction and demolition
(C&D) debris by 2011. Goals for foundry sands are currently being developed.
- Priority
and Toxic Chemical Reductions - Goal - To achieve a 10% reduction
(equivalent to 823,186 lbs) in Priority Chemicals by 2008, compared to 2001
Toxic Release Inventory (TRI) data.
- Green Initiatives -
Electronics - Goal - To increase the amount
of electronics collected in Region 3 states by 5% over the
previous year's collection amounts.

Additional Partnership Opportunities
- Schools Chemical Cleanout Campaign (SC3) - facilitates the removal of potentially harmful chemicals from K-12 schools and implementation of good chemical management practices and policies, such as training and small-scale chemistry, to prevent future chemical management problems.
- Hospitals for a Healthy Environment (H2E)
- EPA Region 3 is participating in activities with the hospital
industry to develop of projects for the reuse and recycling
of potentially harmful hospital items and for waste reduction. - National Environmental Performance Track - a voluntary partnership that recognizes and rewards (regulatory and non-regulatory) facilities that consistently exceed regulatory requirements, implement an Environmental Management System (EMS), and work closely with their communities, to help EPA in meeting its goals of protecting the environment and public health.
