Army Corps Of Engineers in the Mid-Atlantic Region
EPA is responsible for carrying out the requirements of the National Environmental Policy Act (NEPA) of 1969. NEPA, one of the first environmental laws ever written, requires federal agencies and others using federal funds or assets to assess the environmental impacts of major federal projects or decisions such as issuing permits, spending federal money, or affecting federal lands. These proposed actions are documented in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) using the NEPA process (flowchart) (PDF) (1 pg, 62K, About PDF).
EPA's mid-Atlantic region reviews proposed actions for federal projects in:
- Delaware
- District of Columbia
- Maryland
- Pennsylvania
- Virginia, and
- West Virginia
The Council on Environmental Quality has the responsibility of overseeing the requirements of NEPA. A 1978 Memorandum of Agreement between CEQ and EPA states that EPA will administer the EIS filing process. EPA's Office of Federal Activities officially receives all EISs.
