EPA Completes Remedial Design for Operable Unit 1, Oak Grove Village Well Site, Oak Grove Village, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) have completed the Remedial Design that will be used to address contaminated ground water at Operable Unit 1 (OU1) of the Oak Grove Village Well Superfund Site.  The technical specifications and cleanup technologies for the site remedy are determined during the Remedial Design phase.  The Remedial Design consists of a group of documents that will be used to implement EPA's remedy at OU1. 

BACKGROUND

Oak Grove Village municipal well #1 (OGV01) was drilled in 1964 and, for a number of years, was the only drinking water source for village residents.  The MDNR first identified trichloroethylene (TCE) contamination in OGV01 in June 1986.  In 1990, MDNR determined that TCE contamination in OGV01 exceeded safe drinking water standards.  Oak Grove Village closed OGV01 in July 1991 and began buying water from Sullivan.

Following the discovery of the TCE contamination, MDNR and EPA conducted several investigations to determine the source and extent of ground water contamination at the site.  The site was listed on EPA's National Priorities List on September 5, 2002. 

Oak Grove Village installed a new municipal well (OGV02) in December 2003.  After TCE was detected in the new municipal well, an air stripper was added to OGV02 to remove TCE from the public water supply.  

The site is composed of two operable units.  The Remedial Design presented in this fact sheet has been completed for OU1.  OU1 consists of the Oak Grove Village wells, the Highway AF wells and the area west and south of the Oak Grove Village wells.  

EPA and MDNR convened a public hearing on August 15, 2007, to receive feedback about the proposed plan for OU1.  After the public comment for the proposed plan ended, EPA signed a Record of Decision for OU1 on September 28, 2007.

INTERIM REMEDY FOR OU1

The Remedial Design Plan for OU1 includes institutional controls and monitoring activities designed to prevent exposure to ground water contamination.  EPA will monitor and address any changes in ground water contamination through periodic sampling of wells.  Residents whose private wells show contamination above levels of health concern will be provided with an alternative water supply (whole-house filtration system or connection to municipal water).  Municipal well #1 and a monitoring well will be plugged and closed.  EPA will also regularly monitor the air stripper at OGV02.

Institutional controls will be implemented to provide notice of the contamination to future owners and users and to educate the public about potential ground water contamination hazards.

The first step in implementing the remedy for OU1 is preparation of the Remedial Design.  EPA has finalized the following Remedial Design documents:
