EPA Announces Proposed Plans and Public Meeting, Annapolis Lead Mine Superfund Site, Operable Units 2 & 3, Annapolis, Iron County, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) are releasing Proposed Plans to address mine and mill wastes at the Annapolis Lead Mine Site, Operable Unit 2 (OU-2) and Operable Unit 3 (OU-3), Annapolis, Missouri.

The Proposed Plans provide background information, identify the preferred alternatives for cleanups, and the reasons for the preferred alternatives.

EPA and MDNR encourage you to comment on the Proposed Plans. A final decision will not be made until EPA reviews comments from the public. A 30-day public comment period will run from March 28, 2007 until April 28, 2007.

After all comments are evaluated, EPA and MDNR will make final decisions for cleanup of the mine wastes, which will be published in a Record of Decision (ROD). The ROD will also include a summary of EPA's responses to the comments received during the public comment period.

SITE BACKGROUND

The Annapolis Lead Mine site is located on the east side of County Road 138, approximately 3/8 miles north of State Highway 49, and 3/4 miles north of Big Creek. For purposes of the response actions, the site has been divided into three operable units (OUs).

OU-1 is approximately 200 acres and includes the mine site area and the Sutton Branch Creek floodplain to the confluence with Big Creek (approximately ¾ miles downstream). OU-1 is not a part of these proposals.

In May 2004, EPA conducted a time-critical removal action at OU-1 to identify, consolidate, and stabilize the lead contaminated waste mine tailings on-site. Excavated areas were backfilled with clean material. The tailings pile was graded, compacted, and covered with uncontaminated clay and topsoil, allowing for the establishment of vegetative cover. EPA has maintained the protective cover since the removal action.

OU-2 is defined as Big Creek from the mouth of Sutton Branch Creek downstream to the confluence with the St. Francois River. The principal investigation for OU-2 was to determine the presence and extent of mine waste contamination, if any, in and immediately adjacent to Big Creek.

OU-3 is defined as soil in the town of Annapolis, Missouri. The principal investigation for OU-3 was to determine the presence and extent of any possible contamination that may have occurred if mine wastes were transported to the town.

SAMPLING RESULTS

Only one sample at OU-2 was above levels of concern for lead in residential surface soil, which is 400 parts per million. Only two of the 85 samples taken at OU-3 were above levels of concern.

THE PREFERRED ALTERNATIVES

For OU-2, there is no significant contamination at the site, so there is no corresponding Remedial Action Objective. EPA proposes "No further action required" as the preferred alternative.

For OU-3, the preferred alternative is a time-critical removal at the property with a contaminated driveway. There is no proposed action at the property where a very slightly elevated level was found. That small area is not currently a play area and is not likely to become one in the future.

PUBLIC MEETING AND COMMENT PERIOD

EPA will hold a public meeting for the community to comment on the Proposed Plans for Operable Units 2 and 3.
