Proposed Hazardous Waste Permit Renewal - University of Iowa Oakdale Campus, Iowa City, Iowa

INTRODUCTION

The University of Iowa Oakdale Campus has submitted an application to renew its hazardous waste management permit. The university has requested to continue to store hazardous wastes on its Oakdale Campus until they are transported to an approved off-site facility for treatment, storage, or disposal.

The public has the opportunity to review and comment on the draft permit renewal from July 10, 2006 to August 25, 2006. Please send all written comments to Gayle Hubert of EPA at the address listed on page 2.  The administrative record and draft permit are available at several locations (see page 2).    

The University of Iowa Oakdale Campus is located in Iowa City, Iowa, of Johnson County, about 3 miles northwest of the main campus. 

BACKGROUND

The University of Iowa operates a hazardous waste storage facility on its Oakdale Campus.  The Oakdale Campus is a 430-acre site and is bordered by Interstate 80 on the south and U.S. 218 on the west.  The Oakdale Campus was initially developed in the early 1900s as a research hospital for patients afflicted with tuberculosis.  Today, numerous academic and research activities on a wide range of topics are conducted at the Oakdale Campus.  A federal Resource Conservation and Recovery Act (RCRA) permit allows the Oakdale Campus to accept for storage hazardous waste generated by the Oakdale and Main Campuses of the University of Iowa.  The wastes are stored in four container storage areas on the Oakdale Campus until they are transported to an approved off-site facility for treatment, storage, or disposal.  The combined capacity of the four container storage areas is 19,805 gallons. 

The permit will be issued under the authority of RCRA.  The original permit was issued to the university on June 16, 1992. 

PUBLIC PARTICIPATION

The purpose of the public participation process is to ensure interested parties the opportunity to evaluate conditions specified in the draft permit and add their comments to the permit decision-making process.  The public is invited to comment on EPA’s decision to issue a renewal RCRA permit from July 10, 2006 to August 25, 2006.  A formal public hearing may be scheduled if sufficient interest is shown.  Requests for a public hearing must be made in writing to the EPA contact listed below.  Individuals may also write to the EPA contact to join the mailing list.  Joining the mailing list entitles an individual to receive any updated information directly throughout the permit review process. 

The public comment period will begin with a public notice in the Iowa City Press Citizen and the University of Iowa’s Daily Iowan newspapers.   Written comments and questions must be submitted in writing during the public comment period to:
