Community Services Block Grant
The Community Services Block Grant provides funds to states to reduce poverty, revitalize low-income communities and increase self-sufficiency. States distribute the funds to 1,100 local agencies which provide services that address employment, education, housing, emergencies and health needs.

What This Rating Means |
NOT PERFORMING
Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- The program has a clear purpose and addresses a specific and existing problem. The program provides assistance to states and local communities, working through a network of community action agencies (CAAs) and other neighborhood-based organizations. It aims to reduce poverty, revitalize low-income communities, empower low-income families, and assist individuals to become self-sufficient.
- The program lacks measures to demonstrate that it is achieving results. While States and local agencies track indicators for national goals, the program lacks adequate national performance measures and associated targets to demonstrate its role in reducing poverty and increasing self-sufficiency.
- Grantees are not held accountable for program results. The program does not require minimum performance standards as a condition of continued funding. As a result, the local agencies are a largely static group which is not challenged to demonstrate continuous performance improvement. Grantees are required to submit plans prior to receiving funds and to report on how the funds were used.

We are taking the following actions to improve the performance of the program:
- Restructuring program monitoring and evaluation to improve program administration, accountability, and outcomes of state and local agencies that serve the poor.
- Developing appropriate national performance measures and targets, as well as a program efficiency measure.
