In 1990, the Office of
Personnel Management implemented the Federal Employees Pay Comparability Act (FEPCA)
which was designed to address recruiting and retention problems of white collar employees
in the Federal government. It applies primarily to employees in the General
Schedule. These pay flexibilities are intended to assist with a particular individual in
solving a recruitment, relocation or retention problem. Most agencies have implemented some provisions of FEPCA, including provisions for recruiting bonus, relocation bonus, retention allowance, superior qualification appointments for all grade levels, and waivers for dual compensation. Diminishing payroll funding levels require that these pay flexibilities be considered in a fiscally prudent manner. |
