When filling a vacancy, supervisors are advised of the many sources available in making a selection, even when it comes to the Merit Promotion Program (MPP). Options available under the MPP may be  noncompetitive or excepted from the competitive provisions of the Merit Promotion Plan.  Such actions include (and not limited to) repromotion to a grade previously held on a promotion basis in the competitive service; promotion, reassignment, transfer, change to lower grade or reinstatement of an employee from a position with known promotion potential to another position having no higher promotion potential than any position previously held on a permanent basis; or actions taken by reduction in force.  Refer to the Department Merit Promotion Plan for Actions that are excepted from competitive requirements.
