Eligible Applicants: Consortia consisting of one or more of the following entities: (1) An institution eligible for assistance under Part B of Title III of the Higher Education Act of 1965, as amended (HEA); (2) an institution of higher education that serves substantial numbers of African American or other underrepresented minority students; (3) an institution of higher education with programs in training foreign service professionals. (``Institution of higher education'' is defined in section 101 of the HEA.) Applications Available: March 31, 1999. Deadline for Transmittal of Applications: May 7, 1999. Deadline for Intergovernmental Review: July 7, 1999. Estimated Amount of Awards: $1,000,000. Estimated Number of Awards: 1. Project Period: Up to 60 months. Note: The Department is not bound by any estimates in this notice. SUPPLEMENTARY INFORMATION: The applicant's share of the total cost of carrying out a program supported by a grant under this section must be at least one-half of the amount of the grant. The non-Federal share of the cost may be provided either in-kind or in cash, and may include contributions from private sector corporations or foundations.
