Law Enforcement Online (LEO)

  • A Department of Justice system that allows access to FBI law enforcement sensitive information.

Law Enforcement Online (LEO) provides its users with access to content submitted by third parties. Law Enforcement Online neither creates nor claims ownership of the content submitted. LEO is an official U.S. Government system for authorized use only by authorized members of the law enforcement community. Information presented in this system is considered sensitive but not classified and is for official law enforcement use only. The documents contained in the Law Enforcement Online (LEO) system are not for public release.

LEO Special Interest Group (SIG)

LEO Special Interest Groups (LEOSIGs) are controlled-access areas for numerous specialized organizations or disciplines in the public safety area. Any dept/agency with a LEO account can request access to the DOI or other sponsored SIGs.

The Department of the Interior's Office of Law Enforcement, Security & Emergency Management provides leadership, policy guidance, and oversight to the Department's law enforcement, homeland security, emergency management, and security programs. The Information Sharing and Analysis Division is responsible for:

  • Developing, disseminating, and interpreting Departmental policies related to homeland security.
  • Coordinating and overseeing policies within the Department that are directed at the protection of critical infrastructure and other essential facilities, including national icons and monuments.
  • Serving as the principal point of contact with law enforcement and intelligence agencies.
  • Operating a 24-hour Watch Office that collects and disseminates law enforcement and security information and facilitates Departmental communications during emergencies.

Department of the Interior Bureaus with law enforcement and security missions are the Bureau of Indian Affairs, Bureau of Land Management, Bureau of Reclamation, Minerals Management Service, National Park Service and Park Police, and the U.S. Fish and Wildlife Service.

Federal Protective Service (FPS) Secure Portal

The FPS Secure Portal was created as a means for Law Enforcement to collect, share, and collaborate on information in a protected environment over the internet. Users have access to a host of tools, such as a document/file library, internet messaging system, and even an internal webpage hosting area. FPS allows access to federal, state and local agency reporting, an extensive library and a real-time chat for law enforcement and homeland security issues. Joint Regional Information Exchange System (JRIES)

The JRIES communications capability delivers to states and major urban areas real-time interactive connectivity with the DHS Homeland Security Operations Center through the Joint Regional Information Exchange System (JRIES). This secure system will significantly strengthen the flow of real-time threat information at the Sensitive-but-Unclassified (SBU) level to all users immediately, and provides the platform for future classified SECRET communications to the state level. This collaborative communications environment, developed by state and local authorities, will allow all states and major urban areas to collect and disseminate information between federal, state, and local agencies involved in combating terrorism. National Area Warning System (NAWAS)

NAWAS is the National Warning System, a radio-based operation run by FEMA. It is a 24-hour continuous private line telephone system used to convey warnings to federal, state, and local governments, as well as the military and civilian population. NAWAS is used to disseminate warning information concerning natural and technological disasters to various warning points throughout the continental United States, Alaska, Hawaii, and the Virgin Islands. This information includes but is not limited to aircraft incidents, earthquakes, floods, hurricanes, nuclear incidents/accidents, severe thunderstorms, tornadoes, tsunamis and winter storms/blizzards. NAWAS allows issuance of warnings to all stations nationwide or to selected stations as dictated by the situation. For more information, call (202) 673-7643.

Magloclen Threat/Crime Assessment Reports

The Magloclen Threat/Crime Assessment Report strives to facilitate inter-jurisdictional information or intelligence exchange, in addition to providing analytical and technical support to aid member agencies in their efforts to identify and apprehend organized criminals and criminal groups. National Crime Information Center (NCIC)

NCIC is a computerized index of criminal justice information (i.e. - criminal record history information, fugitives, stolen properties, missing persons). It is available to Federal, state, and local law enforcement and other criminal justice agencies and is operational 24 hours a day, 365 days a year. The purpose for maintaining the NCIC system is to provide a computerized database for ready access by a criminal justice agency making an inquiry and for prompt disclosure of information in the system from other criminal justice agencies about crimes and criminals. This information assists authorized agencies in criminal justice and related law enforcement objectives, such as apprehending fugitives, locating missing persons, locating and returning stolen property, as well as in the protection of the law enforcement officers encountering the individuals described in the system. Data contained in NCIC is provided by the FBI, federal, state, local and foreign criminal justice agencies, and authorized courts. For more information, call (304) 625-2000.

National Law Enforcement Telecommunications Systems (NLETS)

NLETS provides, within a secure environment, an international justice telecommunications capability and information services that will benefit to the highest degree, the safety, the security, and the preservation of human life and the protection of property. NLETS assists national and international governmental agencies and other organizations with similar missions that enforce or aid in enforcing local, state, or international laws or ordinances. It is the pre-eminent interstate law enforcement network in the nation for the exchange of law enforcement and related justice information. It posts items such as, "Be on the Look Out" (BOLO), information and training opportunities for the law enforcement community. For more information, call 1-877-857-1100. Protecting America's Public Lands & National Landmarks: Geographic Information System (GIS) for the Office of Law Enforcement, Security & Emergency Management

  • DOI owns and manages lands & properties throughout the US and Insular territories, accounting for one-quarter of the US.
  • DOI is the single largest "land owner" in the country.
  • With such a vast geography, the need for geospatial information is fundamental for effective and efficient planning and managing of DOI lands; and,

Emergency Management

Protection of America’s public lands & National landmarks includes emergency management and response to natural disasters, such as hurricanes, earthquakes, and wildfires.

Homeland Security and US borders

The Department of the Interior has numerous lands along the Canadian and Mexican borders with the US. For example, DOI Lands comprise almost 50% of the border from California to Texas; and, a number of National Wildlife Refuges, Indian Reservations, and National Park lands are in close proximity to populated areas with high frequency border crossings and large areas of open waters in the Great Lakes-Canadian border region.

Protecting America's natural resources: Illegal activity and environmental degradation. The influx of undocumented aliens crossing the Mexican-US within the Buenos Aires National Wildlife Refuge in Arizona has had a significant impact on the habitat for the endangered Pima Pineapple Cactus.

Communicator NXT

  • Alert Notification System

Communicator-NXT is the latest critical communications solution from Dialogic Communications Corporation (DCC). It is a web-based application connected to on- or off-site phone lines that can be accessed using a web browser via a LAN, WAN, phone line or the Internet. Communicator-NXT provides rules-based staff and group notifications and an open architecture, allowing easy integration with other technologies.

DCC technology is used by many federal organizations. A few include: Congress, The White House, US Supreme Court, Department of Homeland Security, Department of Justice, FBI, FEMA, and numerous military operations. Additionally, DCC technology can be found in local and state government operations, both public and private corporations, financial institutions, and other mission-critical operations. DCC's critical communications software products are utilized in many command and control operations throughout the country and used for general management communications as well as employee and community notifications (e.g., instruction for evacuations, information on inclement weather, etc.).
