Volunteer Handicap Enforcement Team

Handicap SymbolThe Novi Police Department is seeking volunteers to assist with Handicap Enforcement Program

Basic Requirements

  • Must be at least 21 years of age

  • All applicants are subject to a background investigation and must complete a physical

  • Applicants should be willing to volunteer a minimum of four hours per week

  • Candidates must possess a valid Michigan Drivers license

  • Volunteers must be trustworthy and have the ability to calmly handle situations with an understanding of the need to abide by the rules and regulations of the program

  • Program participants will not be allowed to carry weapons while volunteering

What participants can expect from the program

  • Program volunteers can expect to participate in the training of handicap laws and enforcement techniques

  • Volunteers will learn how to prepare citations for court, along with courtroom demeanor and testifying techniques

 Application

The Novi Volunteer Handicap Enforcement Team is a program that was designed to use civilian volunteers to issue parking violations to those individuals who illegally park in a handicap parking space either on public or private property. These volunteers are to be used as a supplement to the uniform road patrol, not as a replacement for them. The purpose of the program is to create public awareness and respect for the handicap parking laws and to involve our community members in a proactive measure that can be utilized throughout our city.

The program was first instituted in June of 1997 and the first volunteers were trained in July of 1997. The volunteers attend a training class in handicap parking laws, citation issuance, court testimony, and managing contacts with the community. All new volunteers ride with a trained volunteer before they are cleared to be a member of the team. All volunteers then actively patrol the parking areas throughout the city for handicap parking violations. At the present time we have ten volunteers who are divided into two person teams. They normally work three to five shifts per week and average two to four hours per shift. All of the current volunteers are senior citizens and are actively recruiting new volunteers for the program.
