U.S. Labor Department's OSHA forms construction safety partnership with business and labor for Citi Field Project to build new home for Mets

NEW YORK -- Ensuring the safest possible working conditions for the men and women building the new home of the New York Mets is the goal of a comprehensive construction safety partnership for the Citi Field Project.

The partnership unites the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) with the project's construction manager, Hunt/Bovis Lend Lease II, Joint Venture; the building trades; contractor associations; and the state of New York in a focused effort to make safety the number one priority during construction of the new Major League Baseball stadium, the demolition of Shea Stadium and associated site development.

The partnership's objectives include reducing hazardous conditions through employee training, identification and abatement of hazards, a lost workday injury rate 25 percent below the national average, zero fatalities and a sustainable working relationship among OSHA, project management, site contractors, and the building and construction trades.

Under the partnership, all project subcontractors will be required to have a site-specific safety and health program administered by a qualified person, implement strategies to eliminate serious accidents, provide safety and health training to their employees, conduct a task-specific hazard analysis and conduct weekly inspections of their work areas.

"In this game, the winning score is zero – zero fatalities during this ambitious project," said Edwin G. Foulke Jr., assistant secretary for OSHA. "That requires teamwork: contractors, management and tradespeople working hand in glove to identify, address and eliminate safety and health hazards before they harm employees."

"More than 900 trade workers are expected to labor on this project," said Patricia K. Clark, OSHA's regional administrator. "Our common goal is to minimize the risks inherent in construction so they can all go home whole and healthy at the end of each and every workday."

The partnership was signed by OSHA's Clark; Richard Mendelson, OSHA's area director for Manhattan and Queens; Sid Perkins, project executive, Hunt/Bovis Lend Lease II, Joint Venture; James Rush, program manager, New York State Labor Department's On-Site Consultation Program; Lou Coletti, chairman and chief executive officer, Building Trades Employers Association; Edward J. Malloy, chairman and chief executive officer, Building and Construction Trades Council; Christopher Ward, managing director, General Contractors Association of New York Inc.; and Jim Abadie, chairman, Contractors Association of Greater New York Inc.

OSHA's Strategic Partnership Program is part of U.S. Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of employees through cooperative relationships with trade associations, labor organizations, employers and employees. More than 1.2 million employees and more than 33,000 employers across the United States have participated with OSHA in 455 strategic partnerships since the program began in 1998.

Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA's role is to assure the safety and health of America's working men and women by setting and enforcing standards; providing training, outreach and education; establishing partnerships; and encouraging continual process improvement in workplace safety and health.
