Pursuant to sections 254(a)(1) and 410(c) of the Communications Act of 1934, as amended, the Commission appoints the Honorable Kathleen Q. Abernathy and the Honorable Kevin J. Martin, Commissioners of the Federal Communications Commission, to serve on the Federal-State Joint Board on Universal Service. The Honorable Kathleen Abernathy shall serve as the Federal Chair of the Federal-State Joint Board on Universal Service. These appointments fill the positions recently vacated by the Honorable Susan Ness, former Commissioner of the Federal Communications Commission and Chair of the Federal-State Joint Board, and the Honorable Harold Furchtgott-Roth, former Commissioner of the Federal Communications Commission. 2. The Commission also appoints the Honorable Lila A. Jaber, Commissioner of the Florida Public Service Commission, and the Honorable Thomas J. Dunleavy, Commissioner of the New York Public Service Commission, to serve on the Federal-State Joint Board on Universal Service. These appointments fill the positions recently vacated by the Honorable Patrick H. Wood, III, former Chairman of the Texas Public Utility Commission, and the Honorable Laska Schoenfelder, former Commissioner of the South Dakota Public Utilities Commission. The Commission gratefully acknowledges the contributions of the departing members to the work of the Federal-State Joint Board and remembers with gratitude the dedicated efforts of the late Commissioner Schoenfelder. 3.
