HHS Releases Guidance for Securing Health Information and Preventing Harm from Breaches
The U.S. Department of Health and Human Services (HHS) published guidance today regarding technologies and methodologies to secure health information and prevent harm by rendering health information unusable, unreadable, or indecipherable to unauthorized individuals. The American Recovery and Reinvestment Act required publication of the guidance by April 18. This builds on the existing requirements of the HIPAA Privacy and Security Rules, which are unchanged.

Community Groups to Receive $1 Billion Boost From Recovery Act
Act Provides New Resources for Community Services Block Grant
The U.S. Department of Health and Human Services (HHS) today announced plans to make $1 billion available for the Community Services Block Grant (CSBG) program. Funded by the American Recovery and Reinvestment Act, the new resources will be allocated to states across the country. States will distribute the new funding to community groups that help Americans through tough economic times.

Recovery Act Provides $5 Billion to Assist Needy Families
The U.S. Department of Health and Human Services (HHS) today announced the availability of up to an additional $5 billion in emergency funding for the Temporary Assistance for Needy Families (TANF) program. This new Emergency Fund, established by the American Recovery and Reinvestment Act of 2009, will help states serve more families seeking employment opportunities and other forms of assistance during the economic downturn.

Head Start, Early Head Start Programs to Receive Over $2 Billion in Recovery Act Funding
New Funds Will Improve Centers, Serve Tens of Thousands More Children and Families, Create Jobs
The U.S. Department of Health and Human Services (HHS) today announced that Head Start and Early Head Start programs will receive funding and be eligible to apply for grants worth $2.1 billion under the American Recovery and Reinvestment Act (ARRA). Head Start will receive $1 billion, while $1.1 billion will benefit Early Head Start. Head Start will also benefit from a separate $235 million increase in funding for fiscal year 2009, bringing the total funding increase for Head Start and Early Head Start to more than $2.3 billion.
