The Office of General Counsel (OGC) is the chief legal advisor to EPA, providing legal support for Agency rules and policies, case-by-case decisions (such as permits and response actions), and legislation. Read more about the Office of General Counsel.

The Office of General Counsel advises EPA in the following areas of law:

Air and Radiation Law General Law
Alternative Dispute Resolution Pesticides and Toxic Substances Law
Civil Rights and Finance Law Solid Waste and Emergency Response Law
Cross-Cutting Issues Water Law

The Resource Management Office coordinates the management and administrative activities of the Office of General Counsel.

EPA - China Environmental Law Initiative
After meeting with Chinese environmental officials in Beijing, Shanghai, and Guangzhou in September, 2007, former EPA General Counsel Roger Martella decided to encourage a continuing dialogue between the U.S. and China on environmental law by launching the EPA-China Environmental Law Initiative.
