Effluent Guidelines: Pulp and Paper Rulemaking Actions - National Pollutant Discharge Elimination System (NPDES) effluent guidelines, background information, fact sheets, and guidance. This is the water portion of the Pulp and Paper Cluster Rule. The other portion of the Cluster Rule is the air Maximum Achievable Control Technology (MACT) rules (see "Pulp and Paper Production MACT" below).
