Welcome to the Asian/Pacific American Special Emphasis Program website.  As a Special Emphasis Program Manager for the Pacific West Area, I work to eliminate the barriers present in Asian/Pacific American recruitment and advancement.  Your suggestions and comments are welcome.

 

The San Francisco Bay Area has both the largest and highest concentration of well-educated Asian Americans on the West Coast.  Newspapers in various languages and minority-focused employment service centers are available to advertise your government positions.  Feel free to contact me for details.

 

Asian/Pacific American Heritage Month – MAY

 

In June 1977, Representatives Frank Horton (D) and Norman Y. Mineta (D) introduced a House resolution that called upon the president to proclaim the first ten days of May as Asian/Pacific Heritage Week.  These dates were chosen because two important events occurred during this time:  the arrival of the first Japanese immigrants in America on May 7, 1843, and the completion of the transcontinental railroad (by primarily Chinese laborers on the Pacific side) on May 10, 1869.  The following month, senators Daniel Inouye (D) and Spark Matsunaga (D) introduced a similar bill in the Senate.  Both bills were passed.  On October 5, 1978, President Jimmy Carter signed a Joint Resolution designating the annual celebration.  On October 23, 1992, the 102nd Congress unanimously approved Public Law 102-450 which designated May as Asian/Pacific American Heritage Month.
