371 FW 2, Quarters Maintenance and Fund Transfers

2.1 Policy. All occupants of Department and Service GFQ shall be provided with decent, safe, sanitary and energy efficient housing.

2.2 Departmental implementing requirements that ensure decent, safe, sanitary and energy efficient housing are contained in 400 DM 7, Maintenance of Quarters and 400 DM 17, Quarters Program Management. Transfers of quarters funds among government quarters may occur only to the extent that requirements of 400 DM 7 and 400 DM 17 continue to be met.

2.3 Fund Transfers. Public Laws 98-473 and 100-446 require that quarters rents and charges be deposited in a special fund (FWS Subactivity 8610). These funds are available Servicewide until spent (no-year money) for quarters operations and maintenance.

2.4 Responsibilities. Quarters maintenance, like all maintenance, is primarily a program responsibility.

A. Station Managers are responsible for seeing that quarters are kept decent, safe and sanitary. They may spend any balance in their station's quarters account (Subactivity 8610) for quarters operations and maintenance.

B. Assistant Regional Directors with quarters responsibilities may transfer quarters funds among stations within their programs when it is determined that stations losing funds do not have an immediate need for such funds and that funds available are are insufficient to pay for their immediate needs of the receiving stations. Immediate needs are ones that could affect the health and safety of occupants or would cause further structural damage. Assistant Regional Directors shall ensure review of proposed fund transfers with the station manager of the loosing station and a check of the station's maintenance backlog in the Maintenance Management System before authorizing transfers from that station.

C. Regional Directors may authorize the transfer of station balances with chronic and growing surpluses between programs.

D. The Director may authorize transfers among Regions. Inter-Regional transfers should be requested in writing by the Region needing extra funds. Requests should be submitted through the Division of Contracting and General Services.
