photo of Joseph J. Angello, JR.Dr. Samuel D. Kleinman serves as the Deputy Under Secretary of Defense for Readiness. He develops and oversees policies and programs to ensure the Armed Forces of the United States are ready for all missions assigned by the President and Secretary of Defense. He acts as the focal point on all issues and activities related to the readiness and training of the Total Force. He is leading major DoD-wide initiatives that include the development of a real-time readiness reporting system, a transformed training environment for joint forces, sustainable military training ranges, and the implementation of the Secretary of Defense’s mishap reduction goal.

Previously, Dr. Kleinman was the Vice President and Director of the Resource Analysis Division at the Center for Naval Analyses (CNA). His division provided analytical services to help its sponsors develop and evaluate policies, programs, and management practices regarding their budgets, workforce, and equipment. Prior to holding that position, he developed a research team that identified ways to improve efficiency and maintain Defense Department readiness. He earlier served as a field representative to the Navy's Second Fleet in Norfolk evaluating battle groups' war fighting exercise performance and helped develop a deployment readiness system.

Dr. Kleinman was a member of the Defense Science Board’s 1996 study of operating and support costs and the National Research Council task force examining Navy shore installation readiness and management. He has provided analytical support to the Commission on Roles and Missions and the National Defense Panel. Dr. Kleinman has testified before congressional committees on the merits of public-private competitions.

Dr. Kleinman attended Herbert Lehman College and graduated cum laude with honors in economics. He earned an M.S. and Ph.D. at the Graduate School of Management of the University of Rochester. He is a member of Sigma Xi and the recipient of CNA's Distinguished Service Award and the Navy Superior Service Award.
