Brownfields Revitalization

EPA's Brownfields program promotes the cleanup and reuse of lightly contaminated sites known as brownfields through grants for revitalization projects and to enhance state response programs.

Rating

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program effectively targets resources by awarding grants nationally according to eligibility criteria and a priority checklist.
  • The program is measuring outputs, not outcomes. For example, the program measures the number of environmental assessments performed, rather than track subsequent cleanup of sites and/or redevelopment by site owners.
  • The program needs to link budget and performance information. It is unclear how additional resources could affect program outcomes.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing new performance measures including a cross-agency measure that tracks brownfields redevelopment.
  • Improving grantee use of electronic reporting systems to reduce data lags in performance information.
  • Conducting regional program reviews to share and implement best practices among regional offices that will improve the program's overall performance and efficiency.
