Forest Service: Forest Legacy Program

The USDA Forest Service's Forest Legacy Program protects environmentally important private forestlands that are threatened by conversion to nonforest uses. Land acquisition from willing sellers protects important scenic, cultural, fish, wildlife and recreation resources, streamside areas and other ecological values.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has developed a strategic plan that utilizes forest inventory data and articulates national goals and objectives.
  • The program has developed suitable outcome-based performance measures. The program is able to measure its performance by tracking the percentage of priority forest lands at risk of conversion to non-forest uses that are maintained in contiguous forests.
  • The program has adequate transparency to protect against abuse in the annual proposal evaluation process.

We are taking the following actions to improve the performance of the program:

  • Identifying issues and trends affecting forests in regions across the country to guide development of long-term goals and annual priorities.
  • Refining national competition selection criteria to reward states that most efficiently protect their forests threatened with conversion to nonforest uses.
  • Minimizing potential conflicts of interests by precluding the use of other federal funds or loans by recipients in matching program investments.
