Vocational Rehabilitation State Grants

This program supports voactional rehabilitation services through assistance to the States. State vocational rehabilitation agencies provide a wide range of services designed to help persons with disabilities prepare for and engage in gainful employment to the extent of their capabilties.

Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The results of the Longitudinal Study of the Vocational Rehabilitation program indicate the program has been successful in achieving results. Data from the Longitudinal Study show benefits to program participants, including improvements in employment and earning status and very good job retention over time.
  • The program has annual performance goals that focus on outcomes and reflect the purpose of the program; however, the program lacks measurable long-term goals. For example, the program has indicators that annually measure the performance of State agencies in assisting individuals with disabilities to obtain competitive employment, but long term goals have not been set.
  • The Department regularly collects credible performance information from the Vocational Rehabilitation State agencies, and uses this information to monitor State activities and provide technical assistance. Use of the performance data in managing the overall program is limited due to delays in the receipt and reporting of the data, including its accessibility to the public.

  • Improving program management by using performance data to monitor State agency performance and to provide the State agencies with technical assistance.
  • Collecting data to allow comparison with other job training programs.
  • Making performance data available to the public.
