After graduating from Virginia Union University where he earned his degree in Accounting in 1972, John began his distinguished EPA career in 1976 as a field auditor with the Office of Audit. Over the next 14 years, he held various positions in EPA, including Chief of the OIG's Quality Control Staff, and the OIG's newly formed Office of Management and Technical Assessment. In 1990, John was appointed to the Senior Executive Service as the Assistant Inspector General for Management. Since that time, he has served as Assistant IG for Management, Assistant IG for Mission Systems, and briefly as Acting Assistant IG for Planning, Analysis and Results. In these positions, he provided executive leadership to a broad range of management initiatives, including serving as the initial champion of the OIG's quest to become a higher performing organization. John has served for many years as the OIG's Deputy Ethics Official, Senior Resource Official, and a member of their Executive Leadership Committee. He has also represented the OIG on various senior level Agency groups including EPA's Human Resource Council, Resource Management Committee, Working Capital Fund Board, Information Technology Investment Review Subcommittee, Environmental Justice Steering Committee, and Executive Resources Board.
