Under Executive Order 13148: Greening the Government through Leadership in Environmental Management, federal agencies are mandated to provide leadership in the development and implementation of environmental management systems (EMSs) that help organizations sustain or exceed compliance with environmental regulations. Furthermore, Executive Order 13148 mandates the establishment of award programs that reward innovative programs and individuals for exhibiting environmental leadership. Federal facility participation in Performance Track helps agencies fulfill the spirit and intent of Executive Order 13148.
The Occupational Safety and Health Administration (OSHA) Memorandum of Agreement
Both EPA and OSHA created voluntary programs that encourage and reward top performance at federal facilities that exceed federal standards governing environmental, safety and health protection. The Voluntary Protection Program (VPP) is the OSHA counterpart to EPA's Performance Track. Both programs are voluntary and provide regulatory incentives to participating facilities. By combining the resources of these programs, Performance Track and OSHA-VPP provide greater benefits to program participants and increase the effectiveness of both programs. The U.S. Department of Interior Memorandum of Understanding
The U.S. Department of Interior (DOI) and U.S. EPA share a common vision with regard to environmental protection. Both agencies recognize the value of EMSs and the need for continuous environmental improvement, and they advocate effective EMS use at all DOI facilities. This partnership also seeks to increase the number of DOI facilities participating in Performance Track.
