Who May Apply(specifically): The following institutions may apply: postsecondary institutions that participate in the Higher Education Act (HEA), Title IV, student financial assistance programs; consortia and systems of such institutions; institutions located in the United States that provide a two-year program leading to an associate degree or a four-year program leading to a baccalaureate or higher degree and that would be eligible to participate in the HEA, Title IV, programs but for the fact that more than 50 percent of their programs are offered by correspondence or 50 percent or more of their students are enrolled in correspondence courses; and Western Governors University.
