Paul C. Douglas Teacher Scholarships This program made grants to states to award scholarships for up to four years to outstanding secondary school graduates and recent GED recipients who demonstrated an interest in teaching. The grants helped enable and encourage those individuals to pursue a course of study leading to certification as a teacher at the preschool, elementary, or secondary level. Scholarship recipients who teach in a federally-approved teacher shortage area are required to teach only one year for each year of scholarship assistance received. College Housing and Facilities Program The program provided low interest loans to eligible graduate and undergraduate institutions of higher education for the construction, reconstruction, or renovation of academic, housing, and other educational facilities for students and faculty. These loans ranged from $250,000 to $2,000,000, and was provided to colleges and universities for up to 30 years based on priorities selected by the Secretary of Education.
