1. What is the Program Oversight Staff?

The Program Oversight Staff (POS) provides leadership to and support for training program staff on OPE-wide monitoring policies, procedures and standards; provides direction to staff conducting on-site reviews based on random selection or focused reviews; and directs field-based grantee technical assistance and training on the OPE-wide monitoring policies, procedures, and standards.

2. Who can I contact on a regular basis to talk about my project?

Grantees should feel free to contact the Department's OPE program officers in Washington and/or the POS staff about your project as often as you desire in order to make substantial progress in carrying out your project activities. The Department welcomes efforts from its grant recipients to initiate and sustain communication. The types and extent of monitoring vary by program and the type of grantee.

Receiving your Grant Award Notification symbolizes the beginning of a partnership between your organization and the Department of Education.

Monitoring discretionary grants and cooperative agreements is the most important aspect of the Department's participation in such a partnership. The program office and POS staff both provide oversight and technical assistance to grantees, and communication with us is two-way.

The Department's monitoring can take many forms, some of which include:

  • Regular phone calls;
  • Letters and/or e-mail between Department staff and the grantee;
  • Review of independent evaluators' reports of grantee progress;
  • Progress reports that the grantee sends;
  • Face-to-face meetings between ED employees and grantee staff members at professional meetings; and
  • On-site reviews by ED staff or peer reviewers at a grantee's location.

3. What do I need to do to prepare for a site visit?

Since the requirements of each program and the procedures of each program office vary, you should ask for guidance from the program office member assigned to your project about preparing for an announced site visit. When visits are scheduled by the Program Oversight Staff, grantees are notified in advance and advised on what to expect.
