What are the principle objectives of the Recycling Electronics and Asset Disposition (READ) services program?

The principle objective of the READ services program is to provide Federal agencies with a government-wide procurement tool to properly manage electronic inventories and to recycle and properly dispose of excess or obsolete electronic personal property in an environmentally responsible manner.

Why should my Agency use the READ Services Contract?

The READ Services Contract will:

  • Provide an effective contract vehicle for addressing the proper disposition of Federal electronic equipment in an environmentally responsible manner;
  • Ensure appropriate levels of security for sensitive electronic data contained in obsolete equipment currently stocked in Federal warehouses;
  • Create an audit trail of the equipment's final destination to ensure that reclamation and recycling efforts are reportable; and
  • Establish a means to realize value and maximize potential revenues from electronic equipment currently in storage.

The U.S. Government disposes of approximately 10,000 computers every week. A significant number of these computers are stored in storage closets, warehouses, and landfills, or are shipped overseas where environmental standards are generally lower. If mishandled, toxic chemicals like lead mercury, chromium, cadmium, and beryllium can be released into the environment. This complex waste stream poses challenging management issues and potential liability concerns for federal facilities. Reusing, recycling, and properly disposing of electronic waste can keep tons of pollutants out of landfills and the environment.
