Madam Secretary, members of the 21st Century Advisory Council, and distinguished guests. Welcome to the inaugural New Freedom Initiative Awards.
Today we honor three organizations and one individual whose deeds exemplify the spirit of the NFI. Their efforts have had a positive and measurable impact on the employment of people with disabilities.
The seeds for today's historic event were actually sown in 1990. That is when President George H. W. Bush signed into law the Americans with Disabilities Act. That Act has helped liberate the energies and talents of people with disabilities. It has allowed people with disabilities to participate more fully in our society.
The next step in building upon the ADA's promise is the New Freedom Initiative. As proposed by President George W. Bush, the NFI will increase access to innovative technologies and expand educational opportunities. It will promote home ownership and improve transportation options. The NFI is the template by which Americans with disabilities will be integrated into the 21st century work force.
The President has entrusted the leadership of the NFI to Labor Secretary Elaine Chao. He could not have chosen a more appropriate person.
Secretary Chao has put a high priority on making the President's vision a reality. Through her untiring efforts, this administration is delivering on NFI's promise. That promise is to build an America where all individuals are celebrated for their abilities and encouraged to achieve their dreams.
