OSHA is celebrating the 20th anniversary of the Voluntary Protection Programs. What started 20 years ago as a novel concept - establishing a program that encourages companies to go above and beyond their legal obligations to protect their workers' safety and health - has evolved into a glowing success story about management-labor-government corporation. The publication of this issue is bittersweet for those of us at JSHQ who bid farewell to Anne Cyr, the magazine's founder and greatest advocate. Anne will be sorely missed as Executive Editor, but her influence remains ingrained on the pages of JSHQ. We thank her for her dedication, her hard work, and most of all, her inspiration in developing JSHQ and wish her a long, happy, and prosperous future pursuing her love of the arts.
