Directions for Setting Termination Dates

The dates listed are projected. Actual dates are announced at the beginning of each peer review session. Simply calculate the termination date as six months beyond the projected implementation date of the new project.

BEFORE OR DURING A PANEL REVIEW PROCESS

For projects that have reached their five-year max, submit a new 416/417 with a temporary termination date to cover the project through the panel review process. The termination date can be found under each panel peer review session's information. After the panel review process is completed, OSQR announces the five-year start and termination date for the new projects.

NEW PROJECTS

If you have a new project resulting from new funding appropriations or reorganization and need to determine the termination date, please consult the Office of Scientific Quality Review. Depending on when the project's lead scientist is prepared to complete the documents in peer review process, the project will be included in the next peer review session for the project's primary national program. The termination date for the assigned peer review session is the date you will use. New projects cannot be added to a peer review session after OSQR's deadline for receiving prospectuses.

PROJECTS SCHEDULED FOR AN AD HOC REVIEW

The temporary termination date can be found under each ad hoc review session's information. Once OSQR notifies you that the ad hoc review process is completed and the new projects are to be implemented, go to the panel review session for that project's primary national program. Set the termination date to the date under "termination date through the panel review process."

GENERAL SCHEDULING RULES OF THUMB FOR THE OSQR PEER REVIEW PROCESS

  1. Ad hoc reviews for newly established projects or those in which management makes a special request for a peer review can only be conducted if the start of a panel review process is more than 18 months away.

  2. Panel reviews and ad hoc reviews for projects in the same national program are scheduled about a year apart. There are two ad hoc review sessions each year, whereby the actual review period occurs in the fall or winter. Each project requiring an ad hoc review is assessed for its readiness at the beginning of the ad hoc sessions.

  3. All "D" ARS research projects are put on a five-year peer review schedule, unless exempt under OSQR guidelines [Peer Review Manual 500-1]. In the past, some projects were not given the full five-year term, but were given two or three year terms with extensions when necessary. When these projects reach their complete five-year term, the OSQR peer review process is triggered and used from then on. However, projects with Congressional mandates to bind them to less than a five-year term may use their mandated termination date and original implementation date at all times if any renewals occur. OSQR peer reviews of those projects remain on a five-year cycle.

  4. All the dates on the OSQR calendar are projected dates. Actual dates are announced at the beginning of each peer review session.
