A. Overview of Study

This performance measurement study responds to the Government Performance and Results Act (GPRA) requirements, which state that federal programs must establish goals and objectives, uses to measure progress toward their attainment, and submit an annual report of this progress. The primary purpose of this study was to document program accomplishments, and identify ways performance could continue to be measured and improved. To accomplish these objectives, the study design contained the following major components:

• Survey of all 1995-96 Part A and Part B Title III grantees
• Case studies consisting of site visits to 21 programs at 19 institutions
• Interviews with Department staff members, and review of documents and other data sources
• Advisory team and other grantee input
