Appointed by Richard Nixon. Under Hodgson's leadership, the
Occupational Safety and Health Act was passed by the Congress and signed by the
President, greatly expanding DOL's regulatory responsibilities. To stem
post-Vietnam war recession, he led a major expansion of employment and training
programs through the Emergency Employment Act of 1971.
